Luxembourger called the Joint Meeting of the City Council, Co~mnunity Redevelopment Agency, and Downtown Develo~nent Co~mission to order in the Council Chambers, 22 Civic Center Plaza. Councilmenbers present were John Acosta, Daniel E. Griset, P. Lee Johnson, Patricia A. McGuigan, Dan Young, and Mayor Luxembourger. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Scott Morgan, representing Supervisor Roger Stanton on the Downtown Develolmnent Cc~nission, was also present. Councilmember Gordon Bricken was absent. PLEDGE OF ALLEGIANCE TO THE FLAG INVOCATION - Mayor Luxembourger COb~43NITY REDEVELOPMENT AGENCY The Council recessed to the Cormnunity Redevelopment Agency at 5:49 p.m. Action was taken by both the Redevelopment Agency and the Co~mission. The Council reconvened at 6:12 p.m., with the same m~nbers present. AGREEMENT WITH PARKING COMPANY OF AMERICA - Downtown Parking Garage (Assessment District 246) MOTION: Approve the first amendment to the management agreament between the City of Santa Ana and Parking Company of America/California, for operation of the downtown parking garage, and authorize execution by Mayor and Clerk. W. Luxembourger, in the City Council Chambers, 22 Civic Center Plaza. Councilm~mbers present were John Acosta, Gordon Brick~, Daniel E. Griset, P. Lee Johnson, Patricia A. McGuigan, Dan Young, Mayor Luxembourger, and Councilm~mber-elect Wilson B. Hart. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. PLEDGE OF ALLEGIANCE TO THE FLAG INVOCATION - Reverend Mike Pulsifier First Presbyterian Church of Santa Ana CERTIFICATION OF CANVASS OF ELECTION Clerk of the Council Janice C. Guy presented the: Certificate of Canvass completed November 19, 1984 by the Orange County Registrar, confirming the election results as follows: Wilson B. Hart elected to represent Ward 1 by a total of 19,848 votes for the term ending in November, 1988. John Acosta elected to represent Ward 3 by a total of 27,945 votes for the term ending in November, 1988. Daniel E. Griset elected to represent Ward 5 by a total of 20,781 votes for the term ending in November, 1988. Patricia A. McGuigan elected to represent Ward 7 by a total of 24,197 votes for the term ending in November, 1988. Measure Q - Compensation of Mayor by Ordinance of the City, was defeated by the following vote: Yes - 18,193; No - 29,112. CERTIFICATION OF ELECTION RESULTS MOTION: Adopt resolution. RESOLUTION NO. 84-145 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA DECLARING THE RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF NOVEMBER 6, 1984. CITY COUNCIL MINUTES 447 NOVEMBER 20, 1984 WHEREAS, pursuant to the Charter of the City of Santa Ana, a general municipal election was held in the City of Santa Ana on November 6, 1984 to fill the offices Of m~mbers of the City CoUncil of said City nominated from Wards 1, 3, 5 and 7 of said City; and WHEREAS, in addition, pursuant to Resolutions No. 84-92 and 84-93 of this Council, the following ballot measure was su~itted to the voters of the City at said election: COMPENSATION OF THE MAYOR Shall Section 402 of the Charter be amended to provide that the City Council may establish a salary for the mayor by ordinance of the City? NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA AS FOLLOWS: 1. That the results of the said election, including the whole number of votes cast in the City, the names of the persons voted for, the measures voted upon, for what office each person was voted for, the number of votes given at each precinct to each person and for and against each measure, and the number of votes given in the City to each person and for and against each measure, are set forth in that certain document attached hereto as Exhibit A and incorporated herein by this reference as though fully set forth. 2. That, based upon the said results, the following persons are declared elected to the following respective offices, for four-year terms co~encing November 20, 1984: WILSON B. HART, Member of the City Council of the City of Santa Ana from Ward One. JOHN ACOSTA, Member of the City Council of the City of Santa Ana from Ward Three. DANIEL E. GRISET, M~anber of the City Council of the City of Santa Ana fremWard Five. PATRICIA A. MCG3IGAN, Member of the City Council of the City of Santa Ana from Ward Seven. CITY COUNCIL MINUTES 448 NOW~BER 20, 19~' 3. That the votes of a majority of all the voters voting at said election upon the abovesaid ballot measure were cast against the adoption of said ballot measure, and said ballot measure is hereby declared to have been rejected at said election. SUN~t~TION BY MAYOR LUXI~OURGER Mayor Luxembourger outlined the City's accomplishments during his term and thanked the citizens, City staff, and fellow Councilmembers for their support. B. PRESENTATION OF PROCLAMATIONS TO GORDON BRICKEN Mayor Luxembourger presented a proclanation to retiring Councilmember Gordon Bricken declaring Novamber 21, 1984 as Gordon Bricken Day. Kelly Freeman of Supervisor Roger Stanton's office presented Councilmember Gordon Bricken with a proclamation from the Board of Supervisors for his service to Santa Aha. C. REMARKS BY COUNCILMEMBER BRICKEN Councilmember Gordon Bricken spoke about his continuous service to Santa Ana beginning with the Planning Coranission in 1964. He introduced his family and thanked them for their help; then, with his fanily, retired from the Chambers. ADJOURNI~NT SINE DIE Mayor Luxembourger adjourned the meeting Sine Die. CHAIR PASSED TO THE CLERK OF THE COUNCIL OATHS OF OFFICE AND PRESENTATION OF ELECTION CERTIFICATES TO NE~LY-ELECTED COUNCIL~ERS The Clerk of the Co~cil presented Certificates of Election and administered the Oath of Office to newly-elected Councilmembers John Acosta, Daniel E. Griset, Wilson B. Hart, and Patricia A. McGuigan. The new Councilmembers then took their places at the Council dais, along with continuing Councilmembers. CITY COUNCIL MINUTES 449 NOVISMBER 20, 1984 INTRODUCTION OF 1984-86 COUNCIL The Clerk of the Council presented the 1984-86 Council to the audience. ELECTION OF F;kYOR The Clerk of the Council accepted the nomination by Councilm~nber Luxembourger of Daniel E. Griset as Mayor. Motion was then made by Lu×embourger, seconded by Young, to close the nominations. Motion passed on the following vote: AYES: Griset, Hart, Johnson, Luxembourger, McGuigan, Young NOES: Acosta ABSENT: None FILE 120 Councilmember Griset was elected Mayor, by acclamation, with Councilmember Acosta dissenting. CHAIR PASSED TO MAYOR BY CLERK The Clerk of the Council returned control of the meeting to Mayor Griset. ELECTION OF VICE MAYOR The Mayor accepted the nomination by Councilmenber Young of P. Lee Johnson as Vice Mayor. The Mayor accepted the nomination by Councilme~ber Acosta of Patricia McGuigan as Vice Mayor. MOTION was then made by Acosta, seconded by Young to close the nominations. Motion passed on the following vote: AYES: Acosta, Griset, Hart, Johnson, Luxembourger, McGuigan, Young NOES: None ABSENT: None FILE 120 Councilmember Johnson was elected vice Mayor by the following vote: AYES: Griset, Hart, Johnson, Young NOES: Acosta, Luxembourger, McGuigan ABSENT: None FILE 120 Motion was made by Luxembourger, seconded by Young, that the vote for Vice Mayor be unanimous. At 8:11 p.m., Council reconvened with all m~bers present. RECOGNITION OF MAYOR LUXES~OURGER'S SERVICE TO CITY Mayor Griset c(mmended Mayor Luxembourger for his leadership and patience with the Council during his term of office and presented him with an album of pictures, letters and other m~entoes of his mayoralty. INVITATION TO RECEPTION AT BOWERS ~3SEUM Mayor Griset extended an invitation to the audience to join the Councilm~nbers at a reception in~ediately following at Bowers Museum. RECESS TO BOWERS ~3SUEM At 8:16 p.m., Council recessed to the Bowers Museum, 2002 North Main, Santa Ana.
