OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
December 21, 1984
The meeting was called to order at 8:36 a.m., in the Conference Roc~n at
the Bowers Museum, 2002 North Main Street, by Mayor Daniel E. Griset.
Councilmembers present were John Acosta, P. Lee Johnson, Patricia A.
McGuigan, Dan Young and Mayor Griset. Also present were City Manager
Robert C. Bobb, City Attorney ~dward J. Cooper, Clerk of the Council
Janice C. Guy, several members of the Con~munity Cable Citizens Board,
representatives fr~m Group W and Urbatec, and Carl Pilnik, consultant to
the City on Cable TV matters. Councilm~nbers R. W. Luxembourger and
Wilson B. Hart joined the meeting at 8:55 a.m. and 11:09 a.m.,
respectively.
IDB - BOND SALE FOR SANTA ANA DO~NTO~ PLAZA
The Director of Con~aunity Develol~nent explained the financial
ramifications of a Mamorand~n of Proposal between staff of the Cor~nunity
Redevelot~nent Agency and Urbatec, dated December 21, 1984.
Councilmenbers discussed their concerns relative to the matter and
questioned staff regarding specifics of the proposal.
MOTION:
Adopt resolution and direct the staff and City Attorney
to con~unicate iranediately with Pulidos/Ace Muffler Shop
concerning the Mamorandun of Proposal between the
Conmunity Redeveloument Agency and Urbatec.
RESOLUTION NO. 84-158 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AUTHORIZING THE ISSUANCE AND SALE OF $6,800,000 PRINCIPAL AMOUNT
OF COmmERCIAL REVENUE BONDS ~RBATEC PROJECT), APPROVING RELATED DOCUMENTS
AND AUTHORIZING OFFICIAL ACTION.

EXECUTIVE SESSION
The Council recessed at 9:19 a.m., reconvened at 9:26 a.m., with all
members present, except Councilmember Hart, and iranediately recessed to
Executive Session.
Councilmsmber Hart joined the meeting at 11:09 a.m.; Councilm~nber
McGuigan left the meeting at 11:30 a.m.
At 11:33 a.m., the Council reconvened with all members present except
Counci lmember McGuigan.
ORANGE COUNTY SENIOR CITIZENS ADVISORY COUNCIL RECOMMENDATIONS
MOTION: 1)
Approve endorsa~aent of Mabel Robinson Singletary
for the voting position and Dorothy Ann Shelton
for the non-voting position on the Orange County Senior
Citizens Advisory Council as Supervisorial District #1
representatives;
2)
Approve endorsement of Aileen Johnson for the voting
position and Ruth Browne for the non-voting position on
the Advisory Council as Orange County Division, League of
California Cities representatives; and
3)
Authorize the Mayor to write letters endorsing the above
candidates for positions on the Senior Citizens Advisory
Council and send to the appropriate authorities.

APPROPRIATION ADJUSTMENT NO. 95 - RESTRUCTURE OF EXECUTIVE FLOOR
MOTION: 1)
Approve Appropriation Adjustment No. 95 transferring
$14,000 from ll-999-Reserve Appropriations to
ll-041-City Manager; and
2) Adopt resolution.
RESOLUTION NO. 84-172 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA AMENDING RESOLUTION NO. 82-110 TO ADD THREE NEW POSITION
CLASSIFICATIONS AND TO CHANGE AN EXISTING CLASS TITLE IN THE OFFICE OF THE
CITY MANAGER.
