Griset in the basement conference room of the Standard Concrete Building, 117 West Fourth Street. Councilmembers present were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, Patricia A. McGuigan and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmember Dan Young was absent. PLEDGE OF ALLEGIANCE APPROVAL OF CO~UNITY REDEVELOPMENT AGENCY MINUTES 25. ORDINANCE DOWN~OWNDEVELOPMS~T COmmISSION MOTION: Place ordinance on first reading and authorize publication of title. ORDINANCE NO. NS-1773 -AN ORDINANCE OF THE CITY OF SANTA ANA AMENDING SECTION 2-107 OF THE SANTA ANA MUNICIPAL CODE, PER- TAINING TO THE DOWNTOWN DEVELOPMENT COMMISSION, TO EXTEND THE EXPIRATION DATE THEREOF TO JUNE 1, 1987. MOTION: Luxembourger SECOND: Johnson VOTE: AYES: NOES: ABSENT: Acosta, Griset, Hart, Johnson, Luxembourger, McGuigan None Young FILE 110.15 Councilmember McGuigan requested the Councilm~nbers consider scheduling a workshop to focus on major issues, programs and projects in the downtown area pursuant to the m~o from the Downtown Development C~ission Director dated April 18, 1985. After discussion with the Councilmembers present, the Mayor indicated the Council would begin the workshop process on May 6, 1985 with its consideration of the Urban Laud Institute study results, after which a subsequent meeting would be scheduled. MISCELLANEOUS DOWSR~WN BUSINESS IMPROVEMENT DISTRICT AREA BUDGET MOTION: Approve the 1985 Business Improv~nent District Budget and authorize the Finance Director to disburse budgeted funds. CITY COUNCIL MINUTES 173 APRIL 23, 1985 ORAL COM~3N ICAT IONS The City Manager informed Councilmembers of several upcoming meetings and events including a meeting of the School Liaison Co~nittee with representatives of the Santa Ana Unified School District on Friday, April 26, 1985; a meeting of staff with Urbatec representatives on Wednesday, April 24, 1985; and a kick-off party of the Cultural Events and Visitors Center at the Bowers Muse~n on May 1, 1985. Councilmember McGuigan requested that Councilmembers submit n~nes of any possible volunteers for Rose Parade c~,~,ittees to her. She also informed Councilmenbers that Hal Gosse had been selected Chairman of the 1986 Rose Parade Float Committee. Councilmember McGuigan alerted the Council to a possible conflict between the upcoming League Legislative Conference scheduled for May 20 and 21, and the City Council and Redevelol~nent Agency meetings scheduled on those s~ne dates. After consulting their personal calendars, Councilmembers informally decided to concentrate their efforts on the Tuesday session of the League thereby eliminating the conflict with the Council meeting and possibly, rescheduling the Coranunity R~develo~nent Agency meeting to May 28. In response to Councilmember McGuigan's request that staff investigate possible pre-~nption by the Federal Communications Co~,nission relative to satellite antennas, the matter was referred to staff by the unanimous informal consent of the Council. In response to Councilm~nber Acosta's request relative to establishing an advisory board for the Downtown Develol~nent Conmission, the Clerk w~s directed to circulate the original memo on that subject prepared by the Downtown Develol~nent Co~mission Director to the Council. Councilme~nber Johnson inquired as to which department was m~nitoring the Business Improvement District Association activities and was informed by Assistant City Manager Rex Swanson that a report on the matter would be suk, nitted to Council.
