Award a contract to A.R. Sarmiento Inc., the lowest responsible bidder, in accordance with unit bid prices for an estimated amount of $341,220. 2. Approve a Funding Analysis with a total estimated construction cost of $426,700. DISCUSSION This project involves the construction of a new water main and appurtenances along Main Street from MacArthur Boulevard to Sunflower Avenue (Exhibit 1). The work includes the construction of a new water main, fire hydrants and water services. Once completed, this project will eliminate water main breaks and leaks associated with the older and deteriorated water main, and enhance water service capacity and fire protection to the surrounding neighborhoods. Previous bids were rejected On July 5, 2005, in order to revise the scope of work within the available budget and staff was authorized to re- advertise the project. The Notice Inviting Bids was advertised on July 27 and 29, 2005, and bids were opened on August 24, 2005. A summary of the bid invitations mailed, the bids received, and the bid results follows. A.R. Sarmiento, Inc. submitted the lowest responsive bid for $341,220, which is above the Engineer's estimate of $330,000. ENVIRONMENTAL IMPACT Pursuant to the California Environmental Quality Act, Environmental Review No. 2005-9 has been completed and a Negative Declaration has been filed for this project. FISCAL IMPACT The Funding Analysis shows a total estimated construction cost of $426,700 for the project (Exhibit 2). Funds are available in the Water Utility Capital Projects Fund (account no. 66-579-6635).
