OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
July 11, 1985
The meeting was called to order at 5:32 p.m., in Room 831, City Hall, 20
Civic Center Plaza, by Mayor Daniel E. Griset. Councilm~mbers present
ware P. Lee Johnson, Patricia A. McGuigan, Dan Young and Mayor Griset.
Also present ware City Manager Robert C. Bobb, City Attorney Edward J.
Cooper and Clerk of the Council Janice C. Guy. Councilmember Wilson B.
Hart joined the meeting at 5:41 p.m. Councilm~mbers John Acosta and R. W.
Luxembourger ware absent.

Budget Schedule
The Mayor requested that Councilm~mbers set a specific time for a
comprehensive review of City revenues, expenditures and reserves prior to
adopting the 1985-86 annual budget. Following discussion, the
Councilmembers agreed to begin that particular discussion at 11:00 a.m. on
Monday, July 15, 1985 and also set an additional budget session beginning
at 4:00 p.m. on Tuesday, July 16, 1985.
Economic Develo~z~ent Budget
The Executive Director of Economic Development presented the Departn~nt's
budget, beginning with the table of organization which delineated the
department's five divisions -- Business and Industrial Develo~x~ent,
Redevelopment, Operations and Finance, Downtown Develoument C~ission and
Real Estate, and briefly discussed project responsibilities for each
division. He reviewed five year tax increment projections, capital
projects and debt service for each of the project areas, as well as the
five year total tax incr~ent projection, and responded to Councilmembers'
specific questions on the projections.
The Mayor requested that the Council be provided with a summary sheet
detailing the HUD 108 loan repayment schedule.
In response to Councilmembers' questions, the Director expanded upon
n~erous issues, projects, funding procedures, financing mechanisms,
refinancing alternatives and operation expense of the Agency. He
presented charts detailing department revenues, expenditures, operating
budget and the Downtown Development Plan. Councilmembers discussed
various aspects of the Economic Development budget.

The City Manager expressed the opinion that the redevelol~aent process had
been responsible for many of the City's recent construction and
reconstruction projects, and ~nphasized the need for the City to undertake
a bond issue to fund additional construction projects.
The Council recessed at 7:15 p.m. and reconvened at 7:25 p.m., with the
same m~mbers present.
The Director of Econc~ic Development provided a brief update on the
Centerpointe project, including review of the site plan drawings, uses on
the site and funding possibilities for those uses.

Cultural, Recreation and Cc~m]nity Services Budget
The Executive Director of Cultural, Recreation and Community Services
showed a slide presentation which provided an overview of the three major
agencies in his department: The Bowers Muse~, the Santa Ana Library and
the Recreation and Parks Department. He reviewed major accomplishments of
the Department for 1984-85, and discussed proposed projects for 1985-86 in
each program area of the Agency.
Councilm~nbers questioned the Director briefly on several of the proposed
progr~s and projects. Councilmember Young stated that his major areas of
inquiry relative to the Agency budget would be sources of fueding for the
Zoo expansion, the Bowers Museu~a expansion and park improvements. The
Council agreed to finish discussion of the Cultural, Recreation and
Con, unity Services budget on Monday, following the discussion of
revenues, expenditures and reserves.
