HomeMy WebLinkAbout07-13-1985MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 13, 1985 The meeting was called to order at 8:50 a.m., by Mayor Daniel E. Griset, in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, Wilson B. Hart, P. Lee Johnson, Patricia A. McGuigan and Mayor Griset. Also present were City Manager Robert C. Bobb and Clerk of the Council Janice C. Guy. City Attorney Edward J. Cooper joined the meeting at 9:00 a.m. Councilmenbers R. W. Luxembourger and Dan Young were absent. WORK STUDY SESSION The Mayor reported on a meeting held the previous evening with representatives of North Central Santa Ana regarding implementation of the traffic plan approved by the Council for that neighborhood. He indicated various secj~ents of the neighborhood were in disagreement regarding the Plan and noted two items which he felt might assist with resolution of neighborhood disagreement: 1) installation of a "no right turn" sign in lieu of a sign symbolizing no right turn, at Flower and Memory Lane and 2) possible dismissal of tickets issued prior to July 15 to persons who had violated the no right turn. He asked staff to investigate taking action on these issues, and expressed the opinion that if the City were to take the initial conciliatory step that it might lead to concessions on the part of the neighbors. Water Utility Bud~et The Executive Director of the Utilities Agency presented the Department's budget, briefly discussing the major progrems of water main and meter replacement, preventive maintenance, water well replacement, and hydroelectric generation, as well as the Green Acres water reclemation project and the need to construct additional reservoir capacity. The Director responded to Councilmembers' specific questions, including but not limited to the following: the variance between the City's present water reserve capacity and ideal storage capacity, the-ratio of pemped water to purchased water, the ratio of meter fees to total water sales, the hydrogeneration process, the causes for increases in water rates and the management of the City sewer system. Mayor Griset left the meeting at 9:25 a.m. The Council requested a clarification of the recent proposal of the Sanitation Districts to transfer sanitation fees to the tax rolls, and specific figures for the City's income from meter charges. Co~m~unit~; Development and Housing Budget The Executive Director of Community Develol~nent and Housing presented the Department's budget, reviewing the accomplishments and describing 1985-86 proposed programs. Referencing an organization chart delineating the four major functions of the department -- Planning, Cormnunity Preservation, Housing, and Pemit/Inspections -- he presented further detail on several upcoming programs, including an ombudsperson for the Permit Counter, a Business Safety Program under the Permit Inspections Division, and production of new housing; and explained increases in fees required for full cost recovery of the Code Enforc~nent Program. Councilm~nber Acosta inquired as to the reasons for the deficiencies in the cost projections for the Code Enforcement Program, and expressed concern with the administration of the Program. At 11:57 a.m., Mayor Griset rejoined the meeting. Councilm~m~bers discussed various aspects of the Community Development and Housing budget, including but not limited to: The impact of positions which had been budgeted but not yet filled on the Department's production, the possibility of installing an express line for experienced persons seeking permits, the impact on service delivery caused by the Department having the smallest per capita planning staff in Orange County, the technicalities of cross-training building inspectors in other trades, the location of the housing develol~nent operation in the Cc~munlty Develoi~nent as opposed to the Economic Develo~nent Agency, and the possible use of volunteers to assist with custcmer service in the Permit/Inspection Division. Councilm~nber Acosta requested an analysis of the Code Enforcament Program, as well as additional background information on the Business Safety Prngram. Councilmember Hart requested staff provide information relative to a proposed but deleted increase to Advance Planning staff. Councilmember McGuigan suggested that a slide show depicting the sequence of events for acquiring a building permit be developed. The Council recessed at 12:35 p.m., and reconvened at 12:45 p.m., with the same members present. CITY COUNCIL MINUTES 300 JULY 13, 1985 Public Services Agency Bud~et The Executive Director of the Public Services Agency introduced Agency personnel present, showed a slide presentation on Agency activities,and discussed efforts by the Agency to contribute to, rd a clean environment, increased safety, econcmic investment, better access and neighborhood improvements in the City of Santa Ana. He briefly reviewed the Department's operating budget of $16.9 million, noting that maintenance required the greatest budget allocation from the City's General Fund. The Maintenance Manager provided a brief overview of the City's street sweeping program, indicating that a major increase was proposed in the 1985-86 budget. Councilm~llbers discussed this program of the Agency budget as well as attendant activities, including but not limited to, the following: Citywide posting for the street sweeping program, alternate side sweeping, equiument required for the program, location of parking enforcement personnel for the street sweeping program in the Santa Ana Police Department, the need to provide additional trash receptacles in the downtown area and at each bus stop, and changes in the City's neighborhood preservation program. The City Manager informed the Councilmembers that the Transportation Center would enter its first operating year but that it would not be a profitable operation until bonds for its construction had been paid. Councilmembers discussed additionally the increased cost for traffic control design, the median development schedule and the upcc~ing Council retreat location and schedule. The City Manager noted that no growth was occurring in property tax revenues in other than redevelo[~ent project areas. In response to Councilm~mber Acosta's inquiry, the City Manager indicated he would provide a date for the opening of the Mercado project at the July 15 Council meeting.
