HomeMy WebLinkAbout07-16-1985MINUTES OF THE ADJOURN~) REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 16, 1985 The meeting was called to order at 4:28 p.m., by Mayor Daniel E. Griset in Roc~ 831, City Hall, 20 Civic Center Plaza. Councilm~nbers present were John Acosta, Wilson B. Hart, Patricia A. McGuigan, Dan Young and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilme~ber P. Lee Johnson joined the meeting at 4:33 p.m. Councilmenber R. W. Luxembourger was absent. WORK STUDY SESSION Communications and Marketin9 Budget The Executive Director of the C~,uLunications and Marketing Division presented the Department's budget, reviewing the major cc~ponents of the depar~m~ent's four functional areas of Cable TV, City Council Communications Support, Marketing, and Public Information. Following the presentation, she responded to Councilmembers' questions and c~mments which included but were not limited to the following: the difference between the marketing function perfonmed in the Communications and Marketing Division as opposed to that of the Economic Development Agency, the possible use of volunteers to provide public infomation services within City Hall, the reasons for increases in the Department's budget, and Division funding from General Revenue Sharing funds. Councilm~nber Young encouraged staff to develop a logo or symbol for the City's Cable TV channel with more marketing appeal, suggested the marketing program in the City be consolidated under a marketing ccn~ittee, and requested cost projections for the City's total marketing efforts. Councilmember Young explained to the Councilmembers that he had had several discussions with staff relative to development of a City magazine. The City Manager provided background on staff's efforts relative to production of a City magazine, "Santa Ana Today," which would consolidate several brochures currentlybeing published by the City into a monthly magazine, which would be privately published and eventually a profit-making venture. Councilme~ber McGuigan expressed concern that the brochure was to be published in English only, and stated such an expenditure was difficult to justify in Santa Ana with its large non-English speaking population. CITY COUNCIL MINUTES 320 JULY 16, 1985 Council Support Budget Executive Assistant Marla Cobb briefly presented the Council Support budget; no questions were raised regarding that budget. The Mayor expressed his concern that the City was using General Revenue Sharing funds to pay for salaries, as opposed to the use of General Revenue Sharing for capital items in previous years. At 5:42 p.m., the Council recessed and reconvened at 5:57 p.m. in the Council Chambers, 22 Civic Center Plaza, with the same m~mbers present. 12. PUBLIC HEARING URBAN DEVELOPMENT ACTION GRANT - DOWNTOWN FIESTA MARKETPLACE (A-8 SITE) The Mayor opened the public hearing regarding an Urban Development Action Grant (UDAG)for the proposed Downtown Fiesta Marketplace Development on the A-8 site. Mark Briggs, the City's UDAG consultant, outlined the application's contents and presented the staff rec~endation. Staff reported no written c~,unications. Irv Chase, 2323 N. Tustin Ave., spoke in favor of the grant application. CITY COUNCIL MINUTES 321 JULY 16, 1985 There were no other speakers on the matter. The Mayor closed the public hearing. MOT I ON: 1) Set second public hearing for July 23, 1985, for consideration of an Urban Develot~nent Action Grant Application for the Downtown Fiesta Marketplace; and 2) Request applicant and staff to prepare a policy stat~nent relative to preferential hiring for Santa Ana residents for both construction and permanent jobs for the project.
