HomeMy WebLinkAbout07-22-1985MINUTES OF THE ADJOURNED RE(~JLAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA July 22, 1985 The meeting was called to order at 4:30 p.m., by Mayor Griset, in Rocm 831, 20 Civic Center Plaza. Councilmembers present were Wilson B. Hart, P. Lee Johnson, Patricia A. McGuigan, and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Deputy Clerk of the Council Elizabeth Dang, as well as members of the City's Executive Management staff and the press. Councilm~nber Luxembourger joined the meeting at 5:17 p.m. NORTH CENTRAL SANTA ANA TRAFFIC PROTECTION PLAN Mayor Griset briefly reported to the Council that all factions con- cerned with the North Central Traffic Plan were presently meeting to review a comprcmise solution to the April 15 plan approved by the Council; such a compromise would defer impl~entation of the plan approved by Council until further studies could be completed. City Manager Robert Bobb introduced the proposed budget, noting such concerns as the City's large metropolitan population, overcrowding, debris and litter on the streets, and crime were addressed in the budget. Co~r~nity Development and Housin9 In response to questions raised by Councilm~ber Hart concerning per- sonnel requirements and deployment, staff stated that sufficient funds were allocated in this budget to attract quality planners as well as to provide adequate coverage of the penuit counter so that no advanced planners would be deployed at the counter. Both Council and staff agreed on the importance of long-range planning for the City, with City Manager Bobb stating that one of the projects he would like to inaugurate was Santa Aha 2005 (a 20-year look at the City), and Mayor Griset voicing the need to have planning input to the Council on long-range policy develo~ent. City Manager Bobb reviewed the transfer of operating costs out of the General Revenue Sharing Fund, and identified funds which could be shifted from the General Fund into General Revenue Sharing including, but were not limited to, approximately $400,000.00 in the Neighborhood Improvement Program, funds for new library books, and funds for infilt housing. CITY COUNCIL MINUTES 323 JULY 22, 1985 Public Services Asency City Manager Robert Bobb presented three alternate plans for street sweeping operations: Plan A, original budget proposal; Plan B, mainte- nance of current levels of service but with improved enforcement capa- bilities; and Plan C, provision for fewer street sweepers but with improved enforcement capabilities. Staff responded to questions raised about targeting probl~ areas, additional monthly charge on water bill, affordability of increase by seniors on fixed incemes under a certain level, marking streets for sweeping, towing away abandoned cars, and marketing the program in the c(mmunity. Mayor Griset questioned whether the proposed budget provided an im- proved schedule for tree maintenance. He said he would like to see where the City stood on maintaining trees before planting additional ones. Police Department Police Chief Davis reviewed a Per Capita Personnel Survey taken in March 1984 and March 1985 covering three basic ~mployee cate- gories--sworn, nonsworn, and total personnel. Chief Davis then re- sponded to questions concerning the survey, staffing, and experience of staff in the field. Staff pointed out that the survey did not reflect budget reco~aendations or undocunented alien populations in other cities. Fire Department Fire Chief William Reimer responded to questions raised concerning emergency medical services by explaining: (1) the difference in the terms "advanced life support" and "basic life support"; (2) privatization fees; (3) provisions for emergency and non-~ergency coverage; (4) peak-load staffing of paramedic units; (5) response to total number of calls for paramedic services; and (6) liability for providing emergency medical services. He also reviewed current staffing of fire units, citing a daily staffing of 53, and seme factors considered by ISO in arriving at a Class I standing. City Manager Bobb stated that the proposed budget focus on three major areas--fire suppression, fire prevention, and training--provided for a much stronger Fire Department. He also said that City staff and Santa Ana College staff ware working together on a special training academy, with funding and site location to be determined. CITY COUNCIL MINUTES 324 JULY 22, 1985 Human Resources Deputy City Manager Jan Perkins provided statistics relative to filling the 141 new positions authorized in last year's budget. Economic Development Staff responded to questions raised by Councilm~mber McGuigan concerning grant research manag~nent personnel costs, reserve appropriation, downtown improve-nent on Main and Broadway, Specific Develo~ent Plan meetings, and other personnel costs for contractual work. NORTH CENTRAL SANTA ANA TRAFFIC PROTECTION PLAN Mayor Griset informed the Council that the parties meeting to resolve the problem at Flower and Memory Lane were unable to reach an agrcc ment on any modifications. He said the issue would be coming back to Council, with several options in terms of signal improvements which would permit the removal of the no-right-turn prohibition at Flower and Memory Lane.
