Griset, in Council Chambers, 22 Civic Center Plaza. Counci~ers present were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, Dan Young and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmember Patricia A. McGuigan was absent. ORDINANCE - SECOND READING 21.A. ANNUAL BUDGET FOR 1985-86, GENERAL REVENUE SHARING BUDGET, AND CAPITAL IMPROVEMENT PROGRAM MOTION: (1) Approve changes in 1984-85 General Revenue Sharing allocations as contained in the City Manager's m~mo dated August 27, 1985; (2) Place ordinance on second reading and adopt. ORDINANCE NO. NS-1787 - AN ORDINANCE OF THE CITY OF SANTA ANA APPRO- PRIATING MONIES TO THE SEVERAL OFFICES, AGENCIES AND DEPARTM~k~T OF THE CITY FOR THE FISCAL YEAR COP~MENCING JULY 1, 1985. AMENDMENT TO AGREEMENT WITH THE SANTIAGO CLUB for co-sponsorship of the Mexican Independence Day Festival in Centennial Regional Park. MOTION: Hart SECOND: Johnson VOTE: AYES: NOES: ABSENT: Acosta, Griset, Hart, Luxembourger, Young Johnson McGuigan A-85-139A FILE 919 CLOSED SESSION The Clerk of the Council announced that the City Council would recess to Closed Session pursuant to Goverr~aent Code Section 54946.9(A) to confer with the City Attorney regarding pending litigation which has been initiated fon~ally, and to which the City is a party, to wit, Coons vs. City of Santa Ana, Harde~nan vs. City of Santa Ana, and other litigation, identification of which would jeopardize the City's ability to effectuate service of process upon one or more unserved parties; and pursuant to Goverr~aent Code Section 54957 to consider personnel matters. The Council met in Closed Session fr~u 6:05 p.m. to 6:55 p.m., at which time it reconvened with the same members present. CLOSED SESSION REPORT MOTION: Authorize the City Attorney to settle the case of Harde~an vs. City of Santa Ana, in the ~nount of $47,284.00. MOTION: Johnson VOTE: AYES: NOES: ABSENT: SECOND: Luxembourger Acosta, Griset, Hart, Johnson, Luxembourger, Young None McGuigan FILE 500 A-85-139B COUNCIL REFERRALS - ECONOMIC DEVELOPMENT, TAX INCREMENT PROJECTION, AND TREE MAINTENANCE MOTION: 1) Request the Cc~nunity Redevelopment Cormnission to review with staff assistance and to report back to the Council ways and means for better meeting the City's econcmic development objectives giving special consideration to the following priorities: - Maximizing capital inves~nent uses for tax increment; - Streamlining operating expenses; - Consolidating marketing efforts to avoid duplication and waste; - Improving the City's housing program results in conjunction with neighborhood improvement; FILE 615 110.15 2) Request that staff develop a fo~raal tax increment projection system, with professional assistance as needed, which would define in the near term future more reliable projections for the use of Agency members and staff; and FILE 615 3) Request that staff report to the Council on the adequacy of the City's tree maintenance program, considering existing trees and projected additional trees.
