OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
September 24, 1985
The meeting was called to order at 7:10 p.m., by Mayor Daniel E.
Griset, in the Council Chambers, 22 Civic Center Plaza.
Councilmembers present were Wilson B. Hart, P. Lee Johnson, R. W.
Lux~mbourger, Patricia A. McGuigan, Dan Young, and Mayor Griset. Also
present were City Manager Robert C. Bobb, City Attorney Edward J.
Cooper and Clerk of the Council Janice C. Guy. Councilm~mber John
Acosta was absent.
CLOSED SESSION
The Clerk of the Council announced that the City Council would recess
to Closed Session pursuant to Goverr~ent Code Section 54957.6 to meet
with its designated representatives regarding labor relations matters.
At 7:12 p.m., the Council recessed to Closed Session, and reconvened
at 7:57 p.m., with the same m~mbers present.

MOTION:
Authorize staff to proceed with the City of Santa Ana's
detachment from the Municipal Water District of Orange
County at the hearing scheduled before the Local Agency
Formation Co~mission (LAFCO) on November 6, 1985.

MOTION:
Establish Council policy that the firm providing financial
advisory assistance to the City for the sale of tax
allocation bonds for the Santa Ana Co~nunity Redevelopment
Project Area ($70,000,000), the Intercity Cc~muter Station
Redevelopment Project Area ($8,000,000), the South Main
Street Redevelopment Project Area ($13,000,000), and the
South Harbor Boulevard Redevelopment Project Area
($17,000,000) be a ccmpany separate and apart f~O~h~ ~
underwriter issuing the bonds.

The Mayor opened the public hearing regarding Negative Declaration
and Appeal Application No. 531 and VA 85-17 - Auto Mall Sign.
Cindy Nelson, Redevelo~nt Officer, presented the staff report and
recc~n~endations.
The Clerk of the Council reper~ed no written cC~mun~6a~0ns.
There were no speakers on the matter. The Mayor closed the public
hear lng.

Approve and file Negative Declaration and instruct the
City Attorney to prepare a resolution approving Appeal
Application No. 531, approving VA 85-17,
and overruling the decision of the Planning Co~mission.

for a six-month period from July 1, 1985 through
December 31, 1985 for the Feedback Foundation Tenant
Assistance Program, in the amount of $55,000.00, during
which time Feedback Foundation personnel will actively
seek to diffuse c~t,L.onity concerns relative to the
City's Tenant Assistance and Housing Programs; and

Instruct staff to report to the Council by December 1,
1985, regarding progress made by the Feedback Foundation
to promote the Programs.

Councilmember Young noted that graffiti had not yet been removed from
a City building near Dyer and Bristol. Councilmember Luxembourger
noted the appearance of graffiti on McFadden Street, and Mayor Griset
indicated that outdoor rug sales were still being conducted at Edinger
and Bristol Streets.

At 9:50 p.m., the meeting was adjourned to 5:30 p.m., September 30,
1985, in Council Chambers, 22 Civic Center Plaza.
