OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
November 4, 1985
The meeting was called to order at 12:51 p.m., in Rocm 831, City Hall,
20 Civic Center Plaza, by Mayor Daniel E. Griset. Councilm~mbers
present were John Acosta, wilson B. Hart, P. Lee Johnson, R. W.
Luxembourger, Dan Young and Mayor Griset. Also present were City
Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of
the Council Janice C. Guy. Councilmsmber Patricia A. McGuigan was
absent.
Councilm~mbers discussed informally the Westdome Project, a Council
Committee System, briefing procedures for City Council agenda it~ns,
and possible ~mployment of aides for the Councilmembers.
At 4:15 p.m., the Council recessed and reconvened at 4:30 p.m., in
Room 147, Council Chambers, 22 Civic Center Plaza, with the same
members present.
Councilm~ubers discussed their concerns relative to Consent Calendar
items.
At 5:07 p.m., the Council recessed and reconvened at 5:09 p.m., with
all members present except Councilmembers Acosta and McGuigan.
CONSENT CALENDAR
The Mayor announced that Item Nos. 3A and 4Awould be removed from the
Consent Calendar for discussion, that a second action instructing the
City Attorney to prepare a resolution of abatement would be added to
Item No. 1SA, and that Item No. 19A would be continued indefinitely,
with return of the item to the Council agenda at an appropriate time
to be determined by staff. It~n No. 2lA was continued due to
insufficient "aye" votes.

HOUSING AUTHORITY
At 5:45 p.m., the Council recessed to the Housing Authority and
reconvened at 5:46 p.m., at which time the Council recessed to Closed
Session.
The Clerk of the Council announced that the Council was recessing to
Closed Session pursuant to Goverr~nent Code Section 54956.9 (A) to
confer with the City Attorney regarding pending litigation which has
been initiated formally and to which the City is a party, to wit,
People vs. Mitchell Bros. et al., and also regarding litigation,
identification of which would jeopardize the City's ability to
conclude existing settl~nent negotiations to its advantage.
At 6:05 p.m., the Council recessed to dinner.
At 7:30 p.m., Assistant Clerk of the Council William D. Baron convened
the evening session of the City Council meeting and announced that the
meeting was adjourned due to lack of quort~n.
