HomeMy WebLinkAbout03-04-1986MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA~ CALIFORNIA March 4, 1986 The meeting was called to order at 8:27 p.m. by Mayor Daniel E. Griset in the Council Chambers, 22 Civic Center Plaza. Councilmembers present were John Acosta, Wilson B. Hart, P. Lee Johnson, R. W. Luxembourger, Patricia A. McGuigan, Dan Young and Mayor Griset. Also present were City Manager Robert C. Bobb, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. PLEDGE OF ALLEGIANCE JUNE 1986 SPECIAL MUNICIPAL ELECTION The Clerk of the Council reported the findings of the Registrar of Voters with respect to the document entitled "Mayor and Councilmember Charter Amendment Summary," indicating the following: number of signatures verified, 7,119; number of signatures found sufficient, 6,346; number of signatures found not sufficient, 735; number of dupl~icate signatures found not sufficient because of being duplicate signatures, 38. Greg Sanders, Chairman of the Charter Review Commission, addressed Council and requested reaffirmation of the Council's charge to the Charter Review Commission to study the City Charter and make recommendations on proposed charter amendments involving the form of City government for Santa Ana, method of election of the members of the City Council and Mayor, and other items of a similar nature; and authorization for the Charter Review Commission to conduct public hearings on those issues as well as the issues involved in the Charter Amendment proposal currently under consideration by the Council. MOTION: 1) Place the following ordinance on first reading and authorize publication of title. ORDINANCE NO. NS-1840 - AN ORDINANCE OF THE CITY OF SANTA ANA ORDERING, CALLING, PROVIDING FOR AND GIVING NOTICE OF A SPECIAL MUNICIPAL ELECTION TO BE HELD IN THE SAID CITY ON JUNE 3, 1986, FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED VOTERS OF THE SAID CITY A PROPOSAL TO AMEND THE CHARTER OF THE SAID CITY TO PROVIDE FOR THE ELECTION OF COUNCILMEMBERS BY WARDS AND THE SEPARATE ELECTION OF A MAYOR. 2) Adopt the following resolution. RESOLUTION NO. 86-22 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA REQUESTING THE BOARD OF SUPERVISORS OF ORANGE COUNTY TO CONSOLIDATE A SPECIAL MUNICIPAL ELECTION OF THE CITY OF SANTA ANA WITH THE GENERAL ELECTION TO BE HELD JUNE 3, 1986. CITY COUNCIL MINUTES 105 MARCH 4, 1986 3) Authorize the City Attorney to prepare an impartial analysis of the proposed ballot measure. 4) Establish March 17, 1986 as the deadline for filing arguments in favor or in opposition to the proposed ballot measure with the Clerk of the Council and March 27, 1986 as the deadline for receipt of rebuttals to any arguments submitted. 5) Approve Appropriation Adjustment No. 180 transferring ~22,280.00 from ll-999-Reserve for Economic Uncertainty to ll-022-Various-Clerk of the council-Elections. (Requires five affirmative votes.) 6) Instruct the Clerk of the Council to convey the Council's appreciation to the Registrar of Voters for his staff's extraordinary performance in the validation of signatures contained in community document proposing ballot measure. 7) Reaffirm the Council's charge to the Charter Review Commission to study the City Charter and make recommendations to the Council on proposed Charter amendments and authorize the Charter Review Commission to conduct public hearings on proposed Charter Amendment changes. MOTION: Young SECOND: Hart During discussion Councilmember Hart expressed concern that the ballot language did not clearly state the change being proposed with respect to the Mayor. At 8:47 p.m., the Council recessed and reconvened at 9:24 p.m. with all members present.
