SANTA ANA, CALIFORNIA
DECEMBER 1, 1986
The meeting was called to order at 2:14 p.m., by Mayor Dan Young, in Room
423, City Hall, 20 Civic Center Plaza. Councilmembers present were
Wilson B. Hart, Ron May and Mayor Young. Also present were Deputy City
Managers Rex Swanson and Jan C. Perkins, City Attorney Edward J. Cooper,
and Clerk of the Council Janice C. Guy.
Councilmembers John Acosta, Patricia A. McGuigan and Miguel A. Pulido
were absent. Councilmember Daniel E. Griset joined the meeting at 2:20
p.m.
WORK STUDY SESSION
Update on 1986-87 Capital Improvement Program
City Engineer Bob Eichblatt showed a slide presentation, and presented
staff's comments on twenty-nine Capital Improvement Projects, each over
$350,000.00, scheduled for implementation during fiscal year 1986-87,
including such projects as the Business Enterprise Center, Fire Station
No. 9, the Bowers Museum expansion, various street resurfacing projects,
and various median improvement projects.
Cindy Nelson, Executive Director of Community Development, updated the
Council regarding Capital Improvement Projects administered by her
department with a combined total in excess of $70 Million.
Ron Oho, Landscape Architect, reported to the Council regarding the $11
Million Bowers Museum expansion project, and Rosita Park improvements.
Sam Johnson, Executive Director of the Utilities Agency, delineated
Capital Improvement Projects which would be undertaken by the Utilities
Agency in the coming fiscal year, citing such projects as the three new
wells, and the reconstruction of the elevated water tank adjacent to the
Interstate 5 Freeway. He indicated the City was in need of additional
water storage capacity, and that staff would be presenting to Council in
January, 1987, a $100 Million bond issue for system improvements.
Mayor Young requested staff to develop a product which would provide the
Council with a quarterly update on Capital Improvement Projects.

At 3:45 p.m., the Council recessed, and reconvened in the Council
Chambers at 4:02 p.m. with the same members present.

ORAL CO)~4UHICATIONS
Beverly Ravelli, 4902 W. Bruce Street, addressed Council expressing
concern with Council's recent action of submission of a letter to
President Reagan urging the discontinuation of Immigration and
Naturalization Services IINS) sweeps.
The following persons expressed similar comments to Mrs. Ravelli's:
Roland Rice, 1809 West St. Andrews Place
Dave Lopez, 829 So. Elder Street
William Chavez
Jim Tucker, 2062 S. Rene Drive
Jim Tucker also expressed concerns relative to unsanitary conditions on
the bicycle path along the Flood Control Channel behind 1825 S. Forrest;
the matter was informally referred to staff for resolution.
Susan Tully, 518 S. Birch Street, addressed Council, encouraging
Councilmembers to investigate California statutes relative to Santa Ana's
liability to provide housing, particularly where additional housing
impacts school district ability to provide services. The Mayor requested
staff provide Mrs. Tully with a list of the members and the meeting
schedule of the Education Element Committee.
