OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
JUNE l, 1987
The meeting was called to order at 2:20 p.m. in Room 423, City Hall, 20
Civic Center Plaza by Mayor Dan Young. Councilmembers present were John
Acosta, Daniel E. Griset, Wilson B. Hart, Ron May, Miguel A. Pulido and
Mayor Young. Also present were City Manager David N. Ream, Assistant City
Attorney Richard Lay and Clerk of the Council Janice C. Guy.
Councilmember Patricia A. McGuigan was absent, due to her attendance at
the Mayors and Councilmembers Legislative Conference in Sacramento.
COUNCIL STUDY SESSION
Immigration Reform Act
Management Analyst Francisco Gutierrez reported the results of his
research with respect to the recently adopted Federal Immigration Reform
Act. He explained the major components of the Act, and discussed possible
impacts on the City resulting from several "potential scenarios" with
respect to immigrants and employers.
Councilmembers discussed various aspects of the law; and requested an
update on the issue in six months, statistics regarding numbers of
immigrants accorded amnesty and a reduced copy of the charts used for the
presentation to Council. FiI~445
1987-88 City Budget
Recreation and Community Services Agency
Allen Doby, Executive Director, Recreation and Community Services Agency,
presented the budget for the Cable T.V. Division of his Agency, discussing
the Division's mission, recent Awards for Cable Excellence, and
anticipated production and program scheduling for the coming fiscal year.
He informed the Council that the Division's manager had recently resigned,
but that he personally and a contract technician would be supervising the
four regular employees, as well as the contract employees, staffing the
Division.
Doby briefly discussed the Agency's Five-Year Capital Improvement Program,
indicating the Agency anticipated initiation of numerous new projects in
Fiscal Year 1987-88, including the construction of Monkey Island at the
Santa Ana Zoo.
At 3:27 p.m., the Council recessed, and reconvened at 3:43 p.m., with the
same Councilmembers present.

Community Events Center
Dori Owen, Program Manager, presented the Community Events Center Budget,
including its Mission Statement, 1986-87 Accomplishments, projected
Five-Year Plan, and current budget figures. She discussed in more detail
the major events coordinated by the Center, including Toys on Parade,
Golden City Days, and the Rose Parade Float, showed a video presentation
promoting Toys on Parade, and responded to Councilmember's specific
questions.
Library
Library Director Rob Richard presented the Library's budget, discussing
such aspects as the Library's mission, number of patrons, materials lent
annually by the Library, staffing, volunteer hours, Library dollars spent
by the City per resident, and number of books per resident. He indicated
that Santa Ana ranked extremely low in the latter two categories. He
noted the Library would be undertaking a major remodeling project in the
coming fiscal year, and responded to Councilmember's specific questions
with regard to Library operations.
Councilmember Hart requested that the Council be provided with the number
of Library dollars spent per user by the various libraries located in
Orange County.
Community Development Agency
Cindy Nelson, Executive Director, Community Development Agency, presented
her Agency's budget including its mission, goals, and slides of 1986-87
accomplishments, including such projects as Main Place, the Business
Enterprise Center, Park Towers, and the Fiesta Market Place. She
indicated there were seven major divisions within the Agency, including
Administrative Services, Community Development Block Grants, Real
Property, Housing Services, Economic Development, Downtown Development,
and Redevelopment; and introduced each of the staff members responsible
for these divisions. Program Managers Pat Whitaker, Housing Services, and
Robyn Simpson, Economic Development, reviewed the accomplishments of their
respective program areas.
The Mayor requested that Councilmembers be provided with a three-year
profile and a five-year projection of housing rehabilitation loans.
Councilmembers asked for additional information with respect to the
Agency's budget, including a chart delineating tax increment growth,
budget background information developed by Katz Hollis, a financial plan
for the Bowers expansion project, and also requested that a Study Session
be scheduled for review of the Museum District's development plan.
By the unanimous informal consent of the Council, the City Manager was
directed to contact the Santa Ana Unified School District regarding
repayment of Agency funds lent to the District for acquisition of the
Bristol Street School property.
