OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
JUNE 15, 1987
The meeting was called to order at 2:23 p.m. by Vice Mayor Patricia A.
McGuigan, in Room 423, City Hall, 20 Civic Center Plaza. Councilmembers
present were John Acosta, Wilson B. Hart, Ron May, Miguel A. Pulido, and
Patricia A. McGuigan. Also present were City Manager David N. Ream, City
Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy.
Councilmember Daniel E. Griset joined the meeting at 2:35 p.m. Mayor Dan
Young was absent due to his attendance at the U. S. Conference of Mayors
in Nashville, Tennessee.
COUNCIL STUDY SESSION
1987-88 City Budget
Fire Department
Fire Chief Bud Carter demonstrated models of an aerial ladder truck and
pumper truck, the major pieces of equipment utilized by the Department,
and reviewed the deployment of fire stations and equipment in the City.
He presented the Department's mission statement, 5-year goals,
organization chart, fleet management plan, and apparatus replacement
schedule; introduced Division Heads of the major functions within the
Department; and responded to Councilmembers' questions.
Councilmember Acosta requested the Council be provided with a listing of
back-injury claims filed by Fire Department staff members.
Councilmember May inquired as to the Chief's opinion concerning possible
changes or modification to the City's Paramedic Program, but the Chief
responded his tenure with the City was too brief to provide any
recommendations.
Vice Mayor McGuigan noted that the dispatch screening procedure being
recommended by the Department represented a departure from current
practices. The Chief responded that medical treatment was evolving
constantly, and that personnel would be thoroughly trained in the new
procedures.
At 3:07 p.m., the Council recessed and reconvened at 3:16 p.m. with the
same members present.

Police Department
Acting Police Chief Hansen introduced members of the Department
responsible for preparing the Police Budget, and presented the
Department's mission and goals, and a video tape which graphically
depicted those goals. He showed the Council charts demonstrating Police
personnel per thousand population, and Police service per capita costs in
several cities throughout Orange County.
Councilmember Pulido requested that the Council be provided with
documentation showing how the Department arrived at its estimate of
undocumented persons in the City.
Councilmember Acosta requested that staff investigate purchase of
helicopter service from the Sheriff's Department, providing the Sheriff's
Department Helicopter Program is approved as part of the County Budget.
At 4:05 p.m., the Council recessed and reconvened at 4:13 p.m., with the
same Councilmembers present.
Planning and Building Agency
Deputy City Manager Rex Swanson briefly presented the Agency's mission,
major activities, and accomplishments in 1986-87, and 5-year goals for the
Agency. Staff showed a video tape entitled "A Blueprint For Today," which
depicted the major functions of the Agency.
Planning Manager Melanie Fallon reviewed the accomplishments of the
Planning Division, noting in particular the adoption of General Plan
Amendment Nos. 87-1 and 86-8, as well as 20 zoning amendments adopted
during 1986-87. She discussed 5-year goals for current Planning and
Development Processing, and indicated staff was using an ad hoc
Developers' Committee to assist in the establishment of processing
procedures, noting that major developments would receive an initial
screening within two weeks of receipt of plans by the Division. She
presented charts showing Planning and Building Safety Agency activity
levels for Fiscal Years 1981-88, as well as the activity level of Planning
Departments in similar cities.
Building Manager Joe Mazzeo presented his Division's mission, and
discussed briefly the duties and accomplishments of the major functional
areas in the Division, Building Inspection and Code Enforcement. He
indicated that for Code Enforcement purposes, the City had been divided
into four quadrants, with each quadrant served by five Code Enforcement
staff members.
At 5:13 p.m., the Council recessed, and reconvened at 5:20 p.m., with the
same Councilmembers present, except for Councilmembers Griset and May.

Councilmember Pulido requested that staff provide the Council with a memo
comparing the number of Notice and Orders, Target Inspections, Notices of
Inspection, and Criminal Complaints for the past two years.

At 5:42 p.m., the Council recessed to Closed Session in Room 831, City
Hall.

CITY COUNCIL COMMENTS
Councilmember Griset requested that staff investigate and make suggestions
concerning how Santa Aha might develop a "presence" in the Santa Ana
Riverbed area through patrolling or securing access to Flood Control
Channel drains, and report to the Council in 30 days.
Vice Mayor McGuigan urged the listening audience to exercise caution with
respect to safe and sane fireworks on the upcoming July 4 holiday.
