A RESOLUTION OF THE INDUSTRIAL DEVELOPMENT AUTHORITY
OF THE CITY OF SANTA ANA DESIGNATING OFFICERS, AND
ADOPTING A SEAL, BYLAWS, PURCHASING RULES, ENVIRON-
MENTAL RULES, AND PROJECT REGULATIONS
WHEREAS, by its Ordinance No. NS-1559, dated
January 5, 1981 (Santa Ana Municipal Code, Sections 2-630 et
seq.) The City Council of the City of Santa Ana provided for
the preliminary organization of the Industrial Development
Authority of the City of Santa Ana, a public, corporate
instrumentality of the State of California created in the
City of Santa Ana by the California Industrial Development
Financing Act (Government Code, Sections 91500 et seq.); and
WHEREAS, by the said ordinance, and in accordance
with Section 91523 of the said Act, the City Council of the
City of Santa Ana has declared itself to be the Board of
Directors of the Industrial Development Authority of the
City of Santa Ana; and

WHEREAS, it is now desired to provide for the more
specific organization of the Industrial Development Authority
of the City of Santa Ana;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
DIRECTORS OF THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE
CITY OF SANTA ANA AS FOLLOWS:
1. Designation of Officers
(a) The following officers of the City of Santa
Ana (hereinafter, "City") shall be, ex officio, officers of
this Industrial Development Authority of the City of Santa
Ana (hereinafter "Authority") as follows:

(1) The Mayor, Vice-Mayor, and Mayor pro-tern
of the City shall be the Chairman, Vice-Chairman, and Chairman
pro-tern of this Authority, respectively.
(2) The City Manager of the City shall be
the Executive Officer of this Authority.
(3) The Clerk of the Council of the City
shall be the Secretary of this Authority.

(4) The City Attorney of the City shall be
the Legal Counsel of this Authority.
(5) The Finance Director of the City shall
be the Treasurer of this Authority.

(b) Any employee of the City who is authorized to
act on behalf of anyone of the above-designated officers of
the City in the absence of such officer is likewise authorized
to act on behalf of such officer of this Authority in the
absence thereof.
2. Adoption of Seal
This Authority shall have a seal, consisting
of two (2) concentric circles with the words "Industrial
Development Authority of the City of Santa Ana" and the date
"January 5, 1981" inside said circles.

By-laws

(a) The rules and procedures established by the
Charter and ordinances of the City to govern the meetings of
the City Council of the City shall be the rules and procedures
governing the meetings of this Board, except as may otherwise
be provided in any resolution of this Board.
(b) The regular meetings of this Board shall be
held at the same time and place as set for regular meetings
of the City Council of the City by ordinance of the said
Council; provided, however, no such meeting need be held
unless requested to be opened by the Executive Officer or by
any member of this Board.
(c) All meetings of this Board shall be conducted
in accordance with the Ralph M. Brown Act (Government Code
Sections 54950 et seq.)
(d) The mailing address of this Authority shall J
be as follows: Industrial Development Authority of the City
of Santa Ana, 20 Civic Center Plaza, Santa Ana, California .
92701.
(e) The office of this Authority for the purpose
of public examination of documents and similar purposes
shall be the Office of Economic Development in City Hall, 20 .~
Civic Center Plaza, in the City of Santa Ana.

4. Purchasing Rules

The rules, regulations and policies of the City
pertaining to the purchasing of goods and services, as set
by the Charter, ordinances and established practices of the
City, shall govern the purchasing of goods and services by
this Authority.
5. Environmental Rules
The rules, regulations and procedures adopted by
the City Council of the City to govern environmental review
of projects pursuant to the California Environmental Quality
Act and the State CEQA Guidelines shall likewise apply to
and govern the environmental review of projects undertaken,
approved, or financed, or proposed to be undertaken, approved
or financed, by this Authority.
6. Project Rules

The "Rules and Regulations for the Financing of
Industrial and Commercial Projects in the City of Santa Ana"
adopted by the City pursuant to section 28-7 of the Santa
Ana Municipal Code shall apply to and govern the processing
of projects financed, or proposed to be financed, by this
Authority.
