AUGUST 3, 1987
The meeting was called to order at 2:12 p.m., by Mayor Dan Young, in Room
423, City Hall, 20 Civic Center Plaza. Councilmembers present were John
Acosta, Ron May, Patricia A. McGuigan, Miguel A. Pulido and Mayor Dan
Young. Also present were City Manager David N. Ream, City Attorney
Edward J. Cooper and Assistant Clerk of the Council William D. Baron.
Councilmembers Daniel E. Griset and Wilson B. Hart joined the meeting at
2:34 p.m. and 3:17 p.m., respectively.
COUNCIL STUDY SESSION
Business License Tax - Billboard Fees
The City Manager informed Councilmembers that there were some technical
issues yet to be clarified and as such, requested a continuation of this
matter for two weeks.
By unanimous informal consent, the Council agreed to Continue the item to
August 17, 1987.
Eddie West Blue Ribbon Committee
The City Manager presented to Council a proposal for the formation of a
Blue Ribbon Con~nittee to consider improvements to Eddie West Stadium. He
presented the proposed goals, scope of activity, committee composition,
staff support, use of consultants, meeting format, and funding for this
proposed committee.
Mayor Young suggested modifying the list of proposed support groups for
this Committee to include the Civic Center Authority and the Board of
Recreation and Parks. He also su§gested that working committees of the
Blue Ribbon Committee should choose their respective chairpersons.
Lastly, the Mayor asked the City Manager to have the Blue Ribbon
Committee prioritize their proposed activities with respect to the
proposed level of funding so that if the funding level were to be
reduced, it would be obvious to all interested parties those activities
to be deleted.
Vice Mayor McGuigan recommended that the suggested support groups be
permitted to make their own selections of individuals to represent that
group on the Blue Ribbon Committee.

Councilmember Pulido suggested that six months be allocated for the
formation of the Committee and the development of the prioritized list of
activities.
Councilmember Acosta requested clarification of the projected cash flow
for the funding of improvements.
By unanimous informal consent, the Council directed staff to initiate the
process of establishing the Blue Ribbon Committee. FILE llO.05
Chamber of Commerce "Santa Ana Proud" Program
The City Manager presented an overview of the Chamber of Commerce's
proposed "Santa Aha Proud" program outlining its prdposed objectives and
the Chamber's request for funding of $150,000.
Vice Mayor McGuigan reviewed the funding sources for the requested amount
and the impacts on those projects from which the funds 'would be
transferred. The Mayor recognized his receipt of written comments on
this matter from Councilmember Acosta. In response to Councilmember
Acosta's written comments, the Chamber of Commerce presented a written
report to each Councilmember.
The Council recessed at 2:53 p.m., reconvening at 3:12 p.m., with all
Councilmembers present except for Councilmember Hart.
The Mayor requested additional comments from Council. There was no
additional discussion on the matter of the "Santa Ana Proud" Program.

At 3:27 p.m., the Council recessed, and reconvened in the Council
Chambers at 3:35 p.m., with all Councilmembers present.

90.A. PUBLIC COMMENTS
Sgt. Donald Blankenship, President of the Santa Ana Police Benevolent
Association, reviewed the process of labor negotiations to date between
the City and the PBA. He presented the rationale for the PBA's current
salary and benefit requests.
The following persons spoke in support of the Santa An~ Police Benevolent
Association salary and benefit requests:

At the request of Council, the City Manager responded ~o issues raised by
the previous speakers. The Mayor followed with additional comments on the
issues raised by the previous speakers.
Miles Leach, 2025 W. Tenth St., addressed the Council on the matter of
Council methods for making decisions on agenda items.
Sean Mill, 617 S. Starboard, addressed the Council on the matter of the
vagrant population along East Fourth Street. The matter was referred to
the Public Safety Committee.
Barbara Antoci, 920 E. Sixth St., addressed the Council concerning the
same issue raised by the previous speaker adding that she felt there was
no place for the vagrants to go if moved from the Fourth Street area.
Patricia Mill, 617 S. Starboard, addressed the Council concerning the
damage done to City sidewalks and residential property by the city-owned
trees.
John Raya, 4618 Hollyline, addressed the Council expressing his opinions
with respect to the compensation of Board and Commission members and the
working relationship which exists between Boards and Commissions and the
Council.
At 10:22 p.m., the Council recessed to Closed Session in Room 431, City
Hall.

90.C. CITY COUNCIL COMMENTS
Vice Mayor McGuigan reminded the viewing audience of the City's Antique
Car Parade this coming Saturday and encouraged all to attend. The Vice
Mayor closed her comments with the reading of a poem published in a
newsletter from a mobilehome park association.
