OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
DECEMBER 21, 1987
The meeting was called to order at 2:15 p.m. by Vice Mayor Patricia A.
McGuigan in Room 423, City Hall, 20 Civic Center Plaza. Councilmembers
present were John Acosta, Ron May, Miguel A. Pulido and Vice Mayor
McGuigan. Also present were City Manager David N. Ream, City Attorney
Edward J. Cooper and Clerk of the Council Janice C. Guy.
Councilmember Daniel E. Griset joined the meeting at 2:44 p.m., Mayor Dan
Young at 2:55 p.m., and Councilmember Wilson B. Hart at 7:15 p.m. during
the dinner recess.
COUNCIL STUDY SESSION
1987 Housing Strategy
Housing Division Manager Pat Whitaker presented a brief overview of a new
housing strategy intended to provide a balanced housing program and a
framework for financing of housing efforts in the City. In response to
Councilmember Pulido's question as to how the budgets contained in the
Housing Strategy related to the City's Five-Year Plan, Whitaker reviewed
the projected program expenditures contained in the "Housing Strategy" on
Pages 30-36.
Councilmember Acosta indicated he had not completed his review of the
housing strategy document, and requested deferral of the item to January
4, 1988.
At 2:33 p.m., the Council recessed and reconvened at 2:46 p.m., with all
Councilmembers present except Councilmember Hart and Mayor Young.
Census Update
Community Services Supervisor Lenny Wiggs reviewed the methods used by
staff to secure a complete census count in 1980, indicating the project
had not been as successful as anticipated due to such problems as lack of
support by certain community groups, and an unwillingness to respond to a
government project by minorities fearful of repercussions.
Council Services Manager Lori Howard-Griffin explained the fiscal and
reapportionment implications resulting from the Census with respect to the
City, and discussed briefly several bills in process which would change
Census procedures.

Councilmember Pulido recommended with respect to the 1990 Census that the
City: 1) coordinate closely with its Washington lobbyist; 2) follow
closely pending legislation; 3) invite the Census Bureau to establish a
regional office in Santa Ana; 4) instruct staff to respond to any needs
delineated by the Census Bureau; and 5) advocate to the extent possible
that the first page of the Census questionnaire be amended to contain a
specific designation for Hispanics.
Consent Calendar Review
Councilmembers discussed concerns with respect to Consent Calendar items.
At 3:27 p.m., the Council recessed and reconvened in the Council Chambers
with all Councilmembers present except Councilmember Hart.

The Mayor indicated that Councilmember Acosta wished to register a "NO"
vote on Item 12.G.; that Item Nos. 19.A. and 21.B. would be continued to
January 4, 1988; that Item No. 21.A. was to be continued indefinitely; and
Item 16.A. removed for discussion.
Councilmember Acosta requested that the December 7, 1987 minutes be
amended to include his concerns that the request for proposal with respect
to Item 12.B. (AGREEMENT NO. A-87-090 - BETWEEN THE CITY OF SANTA ANA AND
GRILLIAS, PIRC, ROSIER AND ALVES) was not sufficiently specific.

Miles Leach, 2025 W. Tenth Street, queried the Council concerning the
impacts of the Clean Air Act on the City of Santa Ana with respect to
carpoolin9 and the City's proposed parkin9 9arages.

At 4:07 p.m., the Council recessed to Closed Session in Room 147.
CLOSED SESSION
The Clerk of the Council announced the City Council was recessing to
Closed Session pursuant to Government Code Section 54957.6 to meet with
its designated representatives regarding labor relations matters.
At 4:37 p.m., the Council reconvened with the same Councilmembers present
and immediately recessed to dinner.
DINNER RECESS - ANTONELLO'S, 3800 S. PLAZA DRIVE
Councilmember Wilson B. Hart joined the Council at 7:15 p.m. during the
dinner recess for the Council's Annual Christmas Dinner.
