OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
OCTOBER 3, 1988
The meeting was called to order at 4:17 p.m. in Room 423, City Hall,
20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Wilson B. Hart, Ron M~, Patricia A. McGuigan, Miguel A.
Pulido and Mayor Young. Also present were City Manager David N. Ream,
City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy.
Councilmember Daniel E. Griset joined the meeting at 4:40 p.m.
COUNCIL STUDY SESSION
CONSENT CALENDAR REVIEW
David Grosse, Executive Director; George Alvarez, City Traffic Engineer;
and Jim Ross, Construction Services Manager; of the Public Works Agency,
clarified details with respect to Agenda items 12.A., an agreement between
the City of Santa Ana and Hopkins Development Company; 12.J., an amendaent
to the Joint Powers Agreements for the Transportation Corridor Agencies;
and 12.C., an amendment to the agreement with ASL Consulting Engineers,
respectively; and responded to Councilmembers' specific questions
regarding those items.
Alvarez indicated action regarding the Joint Powers Agreements needed to
be taken by the member cities before the next Transportation Corridor
Agencies' Meeting on October 13, 1988. (See Minutes page 302).
Councilmembers discussed concerns with respect to Consent Calendar items.

Pete Maddox, 805 E. Fairway, Orange, apologized to Council for his
comments made at the previous Council meeting with respect to the City's
policy concerning retention of property found by staff in City parks. He
also expressed continued concern with respect to t~e homeless, and a
willingness to work with the City in any project to improve the situation
of the homeless.
