HomeMy WebLinkAbout07-08-1989MINUTES OF THE ADJOURNED REGUI.AR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA JULY 8, 1989 The meeting was called to order at 9:12 a.m. in Room 831, City Hall, 20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were John Acosta, Daniel E. Griset, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A. Pulido. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. The Police Chief, members of the City's Budget Team, and public were also present. WORK STUDY SESSION FISCAL YEAR 1989-90 BUDGET Councilmembers discussed various aspects of the proposed Police Budget including, but not limited to, the following: Contracting for parking enforcement, Crime Lab Services, Animal Control operations, increasing the number of positions in Patrol, staffing of Internal Investigation, Intelligence, Homicide and Property Crime Divisions, and scheduling and deployment of Patrol. The Police Chief responded to Councilmembers' questions, and elaborated on many aspects of Police operations. Mayor Young requested that the Council be provided with a report regarding the shift of officers to Patrol over the last three to five years, and an analysis of Police services by crime reporting areas for the past five years, delineating both frequency of calls and type of service provided. Councilmembers discussed changing environmental factors which had led to an increased demand for Police services. The Mayor reviewed on a department-by-department basis increases in City staff from 1985-86 to 1989-90, indicating that during his tenure on the Council approximately 100 officers had been added to the Police Department. Councilmembers discussed ways of increasing police productivity through the use of such items as mobile-data terminals, "Robo-Cop" (a portable electronic ticket writing device), and "Problem Oriented Policing" {use of an inter-departmental approach to solving community problems rather than responding to incidents). ll:O0 A.M. - Councilmember Griset left the meeting. Councilmember Norton expressed frustration with the length of time required for staff to implement Council directives, specifically regarding the purchase of a narcotics-detection dog, and provision of additional information with regard to a "4/10" Police staffing schedule. CITY COUNCIL MEETING 201 JULY 8, 1989 The City Manager explained staff was in the process of adjusting the budget to carry out those directives, and that the results of the 4/10 investigation by Police staff would be available for the next Council meeting. At the Mayor's request, Councilmember Norton explained the circumstances which had lead to his decision to recommend purchase of a narcotics detection dog. The Mayor advocated the purchase of the dog. He then requested the Council move ahead with approval of the proposed Budget. Mayor Pro Tem Acosta noted that the City Manager had been instructed informally by several Councilmembers to prepare some alternative proposals with respect to the Budget, to include the cost of implementing a 4/10 Plan for Police Patrol, the purchase of a narcotics detection dog, provision of a fourth Fireman as the standard complement of personnel for the Fire Department's engine companies, and the hiring of additional Council assistants. The City Manager indicated he would provide such alternatives at the Council meeting on July 15, 1989, including the revenue and expenditure adjustments required for implementation. Mayor Young reported that adjacent communities had been able to take advantage of establishing assessment districts pursuant to the Mello-Roos Act, and pointed out that Santa Ana was precluded from establishing such districts without the approval of two-thirds of the voters. He expressed his willingness to proceed with establishment of a Lighting and Landscaping Assessment District for Santa Ana {the only type district not requiring voter approval), provided the Council was in agreement on such a course of action. In response to Councilmember Pulido's inquiry, the City Manager indicated the reports relative to Police services by frequency and type would be provided at the Council meeting of July 15, 1989. 12:06 P.M. - Mayor Young left the meeting. M~or Pro Tem Acosta requested that he be kept apprised of the movement of Assembly Bill 2032 (Worker's Compensation legislation) as it proceeded through the Legislature.
