HomeMy WebLinkAbout07-15-1989 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA JULY 15, 1989 The meeting was called to order at 9:08 a.m. by Mayor Dan Young, in Room 831, City Hall, 20 Civic Center Plaza. Councilmembers present were John Acosta, Ron May, Patricia A. McGuigan and Rick Norton. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmember Miguel A. Pulido joined the meeting at 9:12 a.m. Councilmember Daniel E. Griset was absent. Also attending the meeting were several members of the City's Budget Team and the public. WORK STUDY SESSION FISCAL YEAR 1989-90 BUDGET Deputy City Manager Jan Perkins reviewed the contents of a memo dated July 14, 1989 entitled "Recommended Budget for Fiscal Year 89/90." In response to Mayor Pro Tem Acosta's question regarding the effective date for distribution of possible additional sales tax monies for transportation projects, the Mayor indicated those funds would not be distributed to cities but disbursed by a new agency charged with oversight of all projects. Deputy City Manager Perkins reviewed the contents of a memo dated July 13, 1989 entitled "Mayor Pro Tem Acosta's Requested Budget Information." Councilmembers discussed the "4/10" Scheduling Plan for Police Patrol budget item, including such factors as the source of the cost estimate, the possibility of contracting with another consultant for a "4/10" implementation plan, and implementation of "4/10" by other cities. The City Manager indicated staff would provide a report to the Council outlining the results of the Police Department's investigations in Northern California relative to implementation of "4/10" scheduling. Councilmember May expressed concern regarding the accuracy of the cost estimate for implementation of "4/10" in Santa Ana. Mayor Young expressed his willingness to vote for a "4/10" scheduling plan for Police Patrol, provided sufficient funds were raised to cover the costs of implementation. The City Manager reiterated Administration's recommendation that the Council raise revenues to provide better service to the comnunity. In response to Councilmember Norton's question as to whether the Community Redevelopment Agency could pay full interest this year on the loan to the Agency by the City, the Executive Director of Finance and Management Services Rod Col oma indicated the Agency was repaying the amount possible without negatively impacting current projects. Councilmembers discussed the positive impacts which had resulted from the loan by the Community Redevelopment Agency to the Santa Ana Unified School District. In response to Councilmembers McGuigan and Pulido's concern regarding negative impacts resulting from delay of adoption of the Budget, the City Manager indicated that spending by departments would continue at the level of June 1989 expenditures and that he would bring any major fiscal year 1989-90 projects requiring immediate funding to the Council for separate action. Councilmembers discussed possible methods of raising revenues. The Mayor indicated he was not willing to close any City "stand-alone" operations such as the branch libraries or Business Enterprise Center, nor would he support an increase in the Transient Occupancy or Utility Users taxes. The Mayor reviewed the alternatives relative to adoption of the Budget: l) continue expenditures at the same level as 1988-89; 2) increase revenues through the establishment of a Lighting and Landscaping Assessment District or 3) revise budget allocations. In response to Councilmember Pulido's inquiry regarding the status of the report from the Police Department relative to crime statistics requested at the previous meeting, the Deputy City Manager indicated she would check with Capt. Jensen on Monday. Councilmember Pulido stated his priorities with regard to raising revenues indicating a willingness to modify the Utility Users Tax or Lighting and Landscaping Assessment District, but not to eliminate "stand-alone" operations. He also expressed his willingness to continue to work collectively on the Budget with the Council, until all Councilmembers' concerns were resolved.
