Councilmembers present were John Acosta, Daniel E. Griset, Ron May, Patricia A. McGuigan, and Rick Norton. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmember Miguel A. Pulido joined the meeting at 5:03 p.m. COUNCIL STUDY SESSION CONSENT CALENDAR REVIEW Councilmembers discussed concerns with respect to Consent Calendar items. RECESSED - 4:36 P.M. John Duran and Eleanor Cyr spoke regarding Constitutional issues and human rights relating to the issuance of a permit for the Festival and Parade. The Mayor requested the City Attorney review any legal issues raised by the speakers, and provide an opinion to them which might be obtained by interested parties on written request to the City Attorney's Office. The Clerk of the Council announced the Council was recessing to Closed Session pursuant to Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally, and to which the City was a party, to wit, Conner vs. City of Santa Aha and Pitzer vs. City of Santa Aha (Worker's Compensation); and pursuant to Government Code Section 54957.6 to meet with its designated representatives regarding labor relations matters. Tenth Street, expressed concern that the installation of traffic diverters in the Washington Square Neighborhood would not solve, but add to traffic problems. Jerry Austin, 1329 W. Sharon Road, requested assistance from the Council with funding for the Hickory Tree Day Care Center. Councilmember May requested staff explore possible ways to assist Mr. Austin. Jon Turner, Santa Ana resident, encouraged the cancellation of the Gay Pride event. Florence Leach, 2025 W. Tenth Street, urged the Council to provide the Bristol Project Area Committee with legal counsel. CITY COUNCIL MINUTES 218 JULY 17, 1989 John Raya, West Side resident, cited numerous contributory factors impacting the delivery of Police services, and expressed concern re§ardin§ shrinking public safety resources. 90.C. CITY COUNCIL COn,tENTS Councilmember Norton requested the City Manager work with adjacent jurisdictions re§ardin§ a joint effort to ban fireworks. Councilmember McGuigan indicated she thought the City would be in a better position to influence a fireworks ban if Santa Ana itself banned fireworks. Noting Santa Ana's prominence in a recent article featured in Time, "Death by Gun," Councilmember May requested staff develop a plan to r~e gang and drug problems. He also expressed concern regarding the extensive time period which had elapsed (eight months) since the application by Tommy's Hamburger Stand on S. Bristol for a change in its permit to allow the sale of chicken items. Councilmember May requested the City Attorney provide the Council with an opinion as to whether the Council could review a site plan decision by the Planning Commission. Mayor Pro Tem Acosta indicated he had placed the item concerning the Gay Pride Festival and Parade on the Agenda to increase the awareness of Santa Aha citizens concerning the issue, and reported an analysis of correspondence received on the issue from Santa Aha residents indicated 95% of those residents were opposed to the event. He also noted receipt of a letter from the Pride Development Council stressing that the Pride Development Council was not in any way to be confused with Gay Pride.
