AUGUST 21, 1989
The meeting was called to order at 1:23 p.m. in Room 831, City Hall,
20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A.
Pulido. Also present were City Attorney Edward J. Cooper and Clerk of the
Council Janice C. Guy.
Councilmember Daniel E. Griset joined the meeting at 2:27 p.m.
The City Manager joined the meeting at 4:26 p.m.

The City Council met in Closed Session pursuant to Government Code Section
54957 to discuss personnel matters.

COUNCIL STUDY SESSION
20/20 VISION: WASTE WATER MANAGEMENT ACTION PLAN
Councilmember Griset introduced Corinne Clawson, Public Information
Officer, County Sanitation Districts of Orange County, who showed a slide
presentation and reviewed the key elements of "20/20 Vision," the
District's action plan for Waste Water Management.
In response to Councilmember McGuigan, Ms.Clawson indicated the Sanitation
Districts were working in conjunction with the Orange County Solid Waste
Management Committee.
Councilmember Griset noted the lack of consolidated management regarding
environmental issues.

Luella Tucker, 2062 S. Rene Drive, thanked Councilmember Norton for his
vote on Agenda Item 19.C., and inquired as to why the Council no longer
had invocations at the Council meetings.
The Mayor explained that the Clerk had indicated great difficulty in
securing members of the Clergy to come to Council meetings for that
purpose.

In response to Mayor Pro Tem Acosta's suggestion that invocations be
assigned to service clubs, the Clerk of the Council indicated she would
contact the City's service clubs and request their assistance.
Miles Leach, 2025 W. Tenth St., inquired concerning the method used to
change the designation of Washington Street from an arterial to a
collector street. The Mayor referred Mr. Leach to the Transportation
Advisory Committee, which is currently studying traffic conditions in the
Washington Square Neighborhood.
John Raya, 4618 W. Hollyline, addressed the Council concerning park
usage. The Mayor suggested Mr. Raya defer his testimony until September
18, 1989 when the Council would be further considering a park usage
ordinance.
CITY COUNCIL CO~4ENTS
Councilmember Norton indicated that although he was not in favor of a gay
life style in public, he was grateful for the rights guaranteed to
individuals under the Constitution. He expressed his appreciation to his
fellow Councilmembers for their stand in supporting the Constitution of
the United States, the Constitution of the State of California, and the
Charter of the City of Santa Ana.
Mayor Pro Tem Acosta expressed his support for a traditional family life
style.
Mayor Young commented concerning the difficulties in resolving issues
involving values and legal rights. He indicated the Council had no
constitutional grounds nor public safety concerns currently which would
all ow the Council to deny a permit for a Gay Parade and Festival. He also
deplored the "politics of recall" with regard to the Gay Pride issue.
