HomeMy WebLinkAbout11-21-1989MINUTES OF THE AIk/OUNNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA NOVEMBER 21, 1989 The meeting was convened at 5:55 p.m. in the Council Chambers, 22 Civic Center Plaza, by Mayor Pro Tem John Acosta. Councilmembers present were Daniel E. Griset, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A. Pulido. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Mayor Dan Young was absent. RESOLUTION 35.A. MOTION: WATER RATE INCREASE Adopt resolution. RESOLUTION 89-115 - A Resolution of the City Council of the City of Santa Ana Amending Resolution No. 88-6 to Revise the Water Rates of the City of Santa Ana. MOTION: Pulido VOTE: AYES: NOES: ABSENT: SECOND: May Acosta, Griset, May, McGuigan, Pulido Norton Young FILE 850.05 CITY COUNCIL CO~ENTS Councilmember Norton inquired as to whether the City Council had been out of order in not adhering strictly to Robert~ Rules of Order at the previous day's Council meeting. The City Attorney explained that unless a point of order is raised by a Councilmember with respect to a motion, the presumption is made that the Councilmember is in accordance with the motion being proposed regardless of deviations in procedure from Robert's Rules of Order. Mayor Pro Tem Acosta requested that the City Attorney advise him at any time in the future when he was not correctly following Robert's Rules of Order. In response to Councilmember Norton's request, the City Attorney indicated he would research the matter of his acting as parliamentarian to the Council. Councilmember Pulido requested that, a Study Session be scheduled to consider adoption of a more stringent position with respect to ABC licenses City wide basis. CITY COUNCIL MINUTES 357 NOVEMBER 21, 1989 Councilmember Griset suggested that the Council might want to shift its focus from licensing procedures to other avenues of enforcement such as restriction of the quantities of alcohol distributed, and to advocate for changes in State legislation relative to ABC licensing. Mayor Pro Tem Acosta requested the Clerk provide him with the proposed schedule for Charter Review activities. RECESSED TO CLOSED SESSION - ROOM 147 - 6:08 P.M. The Clerk of the Council announced the City Council was recessing to Closed Session pursuant to Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated fomally, and to which the City was a party, to wit: Verduzco vs. City of Santa Aha Sevilla vs. City of Santa Ana Lujan vs. City of Santa Ana (Worker's Compensation) and pursuant to Government Code Section 54957 to consider personnel matters. RECONVENED - COUNCIL CHAMBERS - 7:15 P.M. - All Councilmembers present except Councilmembers Griset, May and Mayor Young. 70.A. MOTION: CLOSED SESSION REPORT Authorize settlements as follows: Lujan vs. City of Santa Aha (Worker's Compensation), compromise and release in the amount of $17,000.00. Ann T. Vu, Claim 89-168, in the amount of $7,500.00.
