MARCH 19, 1990
The meeting was called to order at 4:16 p.m. in Room 423, City Hall,
20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Ron May, Patricia A. McGuigan, and Rick Norton. Also present
were City Manager David N. Ream, Sr. Deputy City Attorney Robert Wheeler
and Clerk of the Council Janice C. Guy.
Councilmembers Miguel A. Pulido and Daniel E. Griset joined the meeting at
4:27 p.m. and 5:04 p.m., respectively.
COUNCIL STUDY SESSION
CALTRANS/I-5 WIDENING UPDATE
Barry Rabbitt, Deputy District Director, Cal-Trans, briefed the City
Council regarding the three construction phases of the Interstate 5
Widening Project in Santa Ana. He indicated that Phase I, the
reconstruction of the I-5/55 Interchange was complete; Phase II, the
widening of the First and Fourth Street bridges was funded and would be
under construction this Spring; and that Phase III, the widening of the
I-5 from Seventeenth Street to the I-5/22/57 intersection, if funded,
could start construction in June, 1991.
Councilmembers discussed various aspects of the project.
WATER QUALITY UPDATE
Lee Harry, Water Resources Manager, Public Works Agency, briefed the
Council regarding availability and quality of water in the City. He
indicated that although rainfall was "below normal," the City did not
anticipate a water shortage this year. Harry reported that the City
currently purchases 30 per cent of its water from the Metropolitan Water
District, but that plans are underwa~v to construct three more wells, with
the ultimate goal of obtaining 90 per cent of the City's water from local
wells. Harry indicated that the City's ground water was of good quality,
and discussed numerous programs for conserving water.
CABLE BROADCASTING OF COMMUNITY REDEVELOPMENT AGENCY AND PLANNING
COMMISSION MEETINGS
John Risk, the City's consultant regarding Cable Television Services,
distributed a memo from the Executive Director of Recreation and Comnunity
Services entitled "Cost to Televise Planning and Economic Development
Meetings." He informed the Council that a trial period of one year to
broadcast Agency and Planning Commission meetings would cost approximately
$14,000.00, indicating that amount might be allocated from the $52,000.00
for production services provided under the current agreement with Comcast.

Risk responded to Councilmembers' questions regarding current cable
prog rammi rig.
Councilmember Norton reported that his intent in requesting the Agency and
Planning Commission meetings be aired on Cable was to increase the
public's awareness concerning Agency and Planning Commission activities.
He requested discussion of the item be continued at the next Council
meeting during the evening session.

traffic impacts,

25.C. CITY COUNCIL AGENDA (NORTON)
In response to Councilmember Norton's question, Sr. Deputy City Attorney
Wheeler expressed the opinion that a Councilmember was not prohibited from
placing an item on the Council agenda.
Councilmember Norton withdrew the following ordinance from further
consideration.
ORDINANCE NS-2056 - An Ordinance of the City of Santa Ana
Amending Section 2-102 of the Santa Aha Municipal Code Relating
to City Council Agendas.

90.A. PUBLIC COMMENTS
Ron Heike, lOlO W. Santa Clara, expressed concern regarding a business
that was functioning in his residential neighborhood. The Mayor referred
Mr. Heike to the City Attorney's Office for further assistance with this
matter.
Jim Tucker, 2062 S. Rene, inquired as to which City agency should be
contacted regarding cable television complaints. The City Manager
indicated such calls should be referred to the Executive Director of
Recreation and Conmnunity Services at 647-5303.
Sean Mill, 617 S. Starboard, Chairman of the Recreation and Parks Board,
requested that the Council refer the issue of the possible arming of Park
Rangers to the Recreation and Parks Board for study and recommendation.
James McGuigan, 5642 Keelson, encouraged the listening audience to attend
the City's Cable Board Meeting scheduled for 4:00 p.m. on March 20, 1990,
and expressed concerns regarding cable television services.
Florence Leach, 2025 W. Tenth St., criticized the City Council for
discussing employee personnel matters in a public forum.
90.C. CITY COUNCIL COMMENTS
Councilmember Norton requested a report from the Recreation and Community
Services Agency with respect to Cable Television rate increases and
services.
Councilmember Norton requested the issue of arming the Park Rangers be
referred to the Recreation and Parks Board for recommendation. The
Council informally agreed to refer the matter to the Board.
Councilmember Norton reported receipt of a comnunication from the Santa
Aha Fireman's Benevolent Association which indicated that due to
Paramedic training, the staffing level of the fire service would be
reduced by two firefighters per shift. He inquired as to whether
additional funds might be allocated to the Fire Department to cover this
shortage. The City Manager indicated he would review the matter and
report to the Council.
Councilmember Norton wished a Happy Birthday to Minnie Miller, age 105,
Santa Ana's oldest resident.
Councilmember Pulido encouraged the listening audience to participate in
the upcoming census, and thanked staff for all its efforts with regard to
the City's Census project.
Councilmember Pulido also inquired as to the status of a request by R & R
Festival Promotions to hold two special event festivals in the Civic
Center Area. The City Manager indicated he would review this matter and
report to the Council at the April 2, 1990 meeting.
Councilmember McGuigan expressed congratulations to Mater Dei on its
winning the State Basketball Championship.
CITY COUNCIL MINUTES 82 MARCH 19, 1990
Mayor Pro Tem Acosta inquired as to where the study with regard to arming
the Park Ran§ers should be initiated. The City Manager indicated he
would coordinate this activity.
Mayor Pro Tem Acosta again requested that responses to Council Requests
be expedited. He also inquired as to what City ordinances existed to
regulate maintenance of exotic household pets, citing in particular
miniature Vietnamese pigs. The City Manager indicated that he would look
into the matter.
Councilmember May complimented Sr. Deputy City Attorney Wheeler on his
performance at the Council meeting.

The Clerk of the Council announced the City Council was recessing to
Closed Session pursuant to Government Code Section 54956.9(a) to confer
with the City Attorney regarding pending litigation which had been
initiated formally, and to which the City was a party, to wit:
