MARCH 20, 1990
The meeting was called to order at 5:32 p.m. in the Council Chambers,
22 Civic Center Plaza, by Mayor Pro Tem John Acosta. Councilmembers
present were Ron May, Patricia A. McGuigan, and Rick Norton. Also present
were City Manager David N. Ream, Sr. Deputy City Attorney Robert Wheeler
and Clerk of the Council Janice C. Guy.
Councilmembers Daniel E. Griset and Miguel A. Pulido joined the meeting at
5:39 p.m. and 5:41 p.m., respectively.
Mayor Dan Young was absent.

Disposition and development agreement relates to the sale of property by
the Community Redevelopment Agency to Hutton Development Company, Inc.
Legal notice published in the Register on March 5 and March 12, 1990.
The Mayor Pro Tem opened the public hearing regarding a proposed
disposition and development agreement with Hutton Development Company,
Inc. at 5:33 p.m.
Presentation of staff report, Redevelopment Commission recommendation and
staff comments by: Vicki Uehli, Project Manager, Community Development
Agency
Presentation of written communications by Janice C. Guy, Clerk of the
Council: None
Felix Oramus, 1038 W. Santa Aha Boulevard, #8, expressed concern that the
site might be used for a jail.
Chris Felix, President, Hutton Development Company, spoke in favor of the
proposed disposition and development agreement, and responded to
Councilmembers' questions.
6:00 P.M. - Councilmember May left the meeting.

of Santa Aha Making Certain Findings With Respect to the
Consideration to be Received by the Community Redevelopment
Agency Pursuant to a Disposition and Development Agreement
between the Community Redevelopment Agency and Hutton Development
Company, Inc. for the Sale of Certain Real Property in the Santa
Aha Redevelopment Project Area and Approving the Sale of Said
Real Property Upon the Terms and Conditions Contained in that
Agreement - Community Development Agency.

AMENDMENT APPLICATION 1036 - SPECIFIC DEVELOPMENT PLAN 55 -
DEVELOPMENT AGREEMENT 300-320 N. FLOWER
Amendment Application 1036 proposes to rezone property located at 300-320
North Flower from the R2, C1 and CD Districts to SD-55 (Specific
Development) District to allow the construction of two office buildings.
Development Agreement 90-001 is between the City of Santa Aha and the
Hutton Development Company for the construction of Hutton Civic Center
Plaza.
Recommended for approval by the Planning Commission on February 26, 1990
by the following vote:

Council: None
There were no speakers on the matter.
The Mayor Pro Tem closed the public hearing at 6:22 p.m.
MOTION: Approve and file Negative Declaration, place the following
ordinance on first reading and authorize publication of title.
ORDINANCE NS-2057 - An Ordinance of the City of Santa Ana
Rezoning Certain Property Located on the Southwest Corner of
Santa Aha Boulevard and Flower Street from the CD (Civic
Development), C1 (Community Commercial), R2 (Two-Family
Residence) and R3 (Multiple-Family Residence} Districts to the SD
(Specific Development) District, Adopting Specific Development
Plan No. 55 for Said Property, and Approving a Development
Agreement Between the City of Santa Ana and Hutton Development
Co., Inc. Pertaining to Said Property - Planning and Building
Agency.
