OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
MAY 7, 1990
The meeting was called to order at 4:21 p.m. in Room 423, City Hall,
20 Civic Center Plaza, by Mayor Pro Tem John Acosta. Councilmembers
present were Ron MRy, Patricia A. McGuigan, Rick Norton, and Miguel A.
Pulido. Also present were City Manager David N. Ream, City Attorney
Edward J. Cooper and Clerk of the Council Janice C. Guy.
Councilmember Daniel E. Griset and Mayor Dan Young joined the meeting at
5:18 p.m. and 7:33 p.m., respectively.
COUNCIL STUDY SESSION
ARMING OF PARK RANGERS (ITEM 85.A.)
The City Manager reported that on March 26, 1990, the Recreation and Parks
Board had unanimously recommended that the City's park rangers be armed
and supervision of the rangers be provided jointly by the Recreation and
Community Services Agency and the Police Department. The Manager
indicated that he was in concurrence with that recommendation, and that
the program would be implemented by December 31, 1990.
Councilmembers discussed various aspects of this proposed change.
Councilmember Norton inquired as to why the program could not be placed in
operation more quickly, since the five park rangers impacted by this
policy change had all carried firearms in previous positions and surplus
firearms were currently available in the Police Department. The City
Manager responded that, in his opinion, the change must be implemented in
an incremental manner, in order to ensure a smooth transition of
supervision and recertification in firearms handling.
GRAFFITI REMOVAL ASSESSMENTS
Lorraine Lazarine, Council Services Manager, provided an update to Council
regarding legislation currently under study at the State level which would
allow the establishment of graffiti removal assessment districts.
Councilmember McGuigan reported the Air Quality Management District was
promoting a ban on aerosal spray cans which potentially could reduce
graffiti painting and perhaps eliminate the need for such districts.
Councilmembers discussed the City's procedures for removing graffiti from
private property. Councilmember Norton inquired as to the feasibility of
posting signs at the point of sale indicating aerosal spray cans are not
to be sold to persons under age 18.
WATER CONSERVATION
Mayor Pro Tem Acosta suggested the City review its landscaping
requirements for the purpose of promoting water conservation.

90.A. PUBLIC COMMENTS
John Casteix, 2111N. Flower, expressed outrage that the Orange CountS
Register was sponsoring a graffiti contest and requested the Council take
action to discourage this activity. Mayor Young requested the City
Manager to send an appropriate mailing in protest to community
organizations and residents, as well as the Register informing them of the
Council's concern regarding the negative impact on the community of such a
contest.
John Raya, 4618 W. Hollyline, addressed several public safety concerns and
encouraged the Council to support State legislation which would allow the
use of Community Redevelopment Agency funds for anti-gang, anti-drug and
other public safety purposes.
Karol Van Zant, 1518 N. Freeman, noted that staff had not followed through
wi th the recommendations of a previous citizens comnittee (COBRA)
regarding neighborhood improvements and hoped the Mayor's Task Force on
Policing would be more successful.
90.C. CITY COUNCIL COMMENTS
Councilmember Norton offered to provide to the listening audience an
article which had appeared in the League of California Cities Bulletin
regarding the establishment of a police benefit assessment district in the
City of Inglewood.
Norton expressed his support for a campaign to oppose Measure "A"
sponsored by Councilmember Griset.

In response to Norton's question regarding reporting responsibility for
wedding gifts, the City Attorney indicated he would discuss the specifics
with Councilmember Norton.
The City Manager offered to provide information regarding recycling by the
City in response to Councilmember Norton's request.
Councilmember Pulido encouraged all citizens to oppose Measure "A," which
would place all future jails in Santa Aha.

Mayor Pro Tem Acosta requested an update from the Planning Department
regarding the Swap Meet at 201E. Fourth Street. He reported that the
promoter of the Cinco de Mayo event at Centennial Park had failed to keep
the grounds clean and encouraged staff to bill the promoter for City
staff time expended on clean-up. He noted that the pavement was
collapsing approximately two houses south of 2111 N. Flower. Acosta also
reported that he had met with the Orange County Marshall regarding
possible installation of a pedestrian crossing signal at the crosswalk
just north of the Court House. He requested this issue and changing the
stop signs at Ninth and Bush from two-way to four-way be discussed at the
Council's next study session.
In response to Acosta's inquiry regarding clean-up responsibility at
accident scenes, the Police Chief reported the responsiblity was assigned
to the tow truck companies who serviced the accidents.
Councilmember May encouraged the formation of an Orange County Task Force
to develop anti-gang programs.
Councilmember Griset indicated he had pledged $2,500.00 to a campaign in
opposition to Measure "A," and requested the Councilmembers help defeat
this pending measure.
Councilmember McGuigan commended City staff, downtown businessmen, Fiesta
Marketplace, and the press for their participation and support with
regard to the alcohol-free celebration of Cinco de Mayo at the Fiesta
Marketplace facility.
In response to Mayor Young's question, the Police Chief indicated the
Department would be continuing concentrated anti-gang activity through
the summer and into the future as necessary. The Mayor requested the
Chief write the COP (Co,unity Oriented Policing) network and
neighborhood organizations informing them of the Department's plans.
In response to Councilmember Norton's concern regarding the City's
ability to cover the costs of this augmented anti-gang activity, the
Police Chief indicated the Department had sufficient resources from
salary savings and asset-forfeiture funds to pay for the additional costs.
In response to Mayor Pro Tem Acosta's question as to why the City Manager
had not purchased the narcotics detection dog authorized by the Council
on June 5, 1989, the City Manager indicated no funds had been provided
for a new "canine position" in the fiscal year 89-90 budget. Acosta
clarified that the Council had authorized the purchase of a narcotics
detection dog, not the addition of a new staff position.
The City Manager responded that in Council meetings subsequent to the
authorization of the purchase, the Council had decided not to include the
item in the budget and thus no funds were allocated for this purpose.
