HomeMy WebLinkAbout06-04-1990 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA JUNE 4, 1990 The meeting was called to order at 4:36 p.m. in Room 423, City Hall, 20 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were John Acosta, Ron May, Patricia A. McGuigan, and Rick Norton. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmembers Miguel A. Pulido and Daniel E. Griset joined the meeting at 4:41 p.m. and 4:52 p.m., respectively. COUNCIL STUDY SESSION ON-STREET PARKING RESTRICTIONS Mayor Pro Tem Acosta expressed concern that residents of high-density developments were not using underground parking structures connected to their buildings, and were instead parking on residential streets. He suggested this problem might be corrected by a ban on over-night street parking of vehicles. The City Manager indicated staff was aware of this problem and was in the process of preparing an implementation plan to restrict parking in selected neighborhoods on an experimental basis. Mayor Pro Tem Acosta submitted several pages for consideration of locations where such a plan might be implemented. The Mayor reported the Task Force on Neighborhood Standards and Preservation was also preparing a parking restrictions program. Mayor Pro Tem Acosta requested that staff also monitor parking on South Standard near Edinger where cars parked too close to the intersection were creating a traffic hazard. FUTURE STUDY SESSION SUBJECTS Councilmember Pulido requested that the Council schedule as a Study Session subject, the restriction of shopping carts to store premises, and invite store owners to attend the session. Councilmember Griset indicated he would be proposing an ordinance concerning the disclosure of items discussed during closed sessions of the City Council. COUNCIL COMMENTS Councilmember Pulido urged the listening audience to vote in the June 5, 1990 Election. He also reported on various improvements that were being made in the Minnie Standard Area as a result of City efforts. Councilmember Pulido requested the Council consider establishing a Tree Advisory Board, and a Study Session be held with respect to trees. Councilmember McGuigan reported she had experienced problems with cable television reception the previous weekend, and noted generally poor reception for the west side of the City. She also con~nended the Police and Fire Departments on the Vehicle Show held on June 2, 1990. Councilmember May commended the Wilshire Square Neighborhood on its home tour of the previous weekend. Councilmember Griset reiterated his intention to propose the matter of Closed Session confidentiality at the next Council meeting. Mayor Pro Tem Acosta noted that he and Councilmember Pulido had met with Cabrillo Park residents the previous weekend, and reported that community was anxious to work with City staff regarding removal of trees in the area. Acosta also requested that the City Manager's staff contact him regarding letters he had received relative to possible Civil Service violations. Mayor Young reported that over 900 people had toured the Wilshire Square Neighborhood which in his view reflected positively on the City. He also urged the listening audience to vote "NO" on Measure A, the initiative which would force all future jails to be located in Santa Ana. Councilmember Norton indicated a neighborhood clean-up would occur in the Sandpointe area June 9, 1990. He also urged attendance at the Northwest Neighborhood meeting to be held on June 5, 1990 at Rancho Santiago College.
