OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
JUNE 18, 1990
The meeting was called to order at 4:35 p.m. in Room 423, City Hall,
20 Civic Center Plaza, by Mayor Pro Tem John Acosta. Councilmembers
present were Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A.
Pulido. Also present were City Manager David N. Ream, City Attorney
Edward J. Cooper and Clerk of the Council Janice C. Guy.
Mayor Dan Young and Councilmember Daniel E. Griset joined the meeting at
4:47 p.m., and 5:09 p.m., respectively.
COUNCIL STUDY SESSION
CONSENT CALENDAR REVIEW
Councilmembers discussed concerns with respect to Consent Calendar items.
Mayor Pro Tem Acosta noted for the record that Camille Street was
improperly labeled "Laurel" in Exhibit A of the background materials for
Item 9.A.
Councilmember Norton requested that a Study Session be held on July 2,
1990 concerning implementation of a Community Facilities District.

Margaret Kutz, lO11Fairbrook Lane, presented a letter from the
Homeowners Association of Northwest Santa Ana, and requested the City's
assistance with mitigating the impacts of the I-5 Freeway widening on her
neighborhood.
Ron Heike, lOlO W. Santa Clara, commended City staff for abating a
business which was being conducted in his residential neighborhood.
Harvey Kutz, lO11 Fairbrook Lane, spoke concerning negative impacts on
his neighborhood caused by the relocation of a jet-fuel line due to the
widening of the I-5 Freeway.
Roy Russell, 410 W. Park Lane, presented a letter to the Council
expressing the objection of the Homeowners Association of Northwest Santa
Ana to the inclusion of a Launderland Laundermat in the facility at 17th
and Ross Streets.
James McGuigan, 5642 W. Keelson, expressed concern regarding the approval
by the Council of extended hours for the indoor swap meet located at 3731
W. Warner Avenue.

90.C. CITY COUNCIL COMMENTS
Councilm~mber Norton requested the Police Chief investigate and report
concerning an auto accident at 200 E. McFadden on June l, 1990,
particularly the circumstances which resulted in a Police report not
being prepared for the accident.
Councilmember Norton expressed concern regarding the large number of
vacancies in the Police Department, and inquired as to whether
implementation of a 4/10 work schedule would assist in the recruitment of
additional officers.
The Police Chief reported current data showed 4/10 schedules to be more
effective with retention than recruitment.
Councilmember Norton expressed his intention to request an advisory
measure be placed on the November ballot relative to levying an
assessment for public safety funding.
In response to Norton's inquiry, Allen Doby, Director of Recreation and
Community Services, indicated the arming of the Park Rangers was in
process.
In response to Councilmember Pulido's request, the City Manager indicated
that the issue of the restriction of shopping carts to store premises
would be scheduled for a Council Study Session in July.
Councilmember Pulido thanked all those in the listening audience who had
voted against Measure A, the initiative which would have forced all
future jails to be located in Santa Ana.
Councilmember McGuigan encouraged the listening audience to drive
carefully, particularly during the school vacation period when more
children were on the streets.
Councilmember May indicated he would be meeting with representatives of
Vons, Ralphs, and Alpha Beta regarding shopping in Santa Aha.
In response to Mayor Pro Tem Acosta's inquiry, Planning Director Ken
Adams indicated revised residential standards would be submitted to the
Planning Commission in July which would ultimately impact a homeowner
with a breezeway enclosure problem in Northwest Santa Ana.
Mayor Pro Tem Acosta requested that a Study Session be held with regard
to Code requirements and enforcement policies regarding street vendors.
