JULY 16, 1990
At 4:08 p.m., Clerk of the Council Janice C. Guy, adjourned the Council
meeting from Room 423, City Hall, 20 Civic Center Plaza, to Room 147, City
Council Chambers, 22 Civic Center Plaza, since Room 423 was unavailable
due to its remodeling.
At 4:23 p.m., Mayor Dan Young called the Council meeting to order in Room
147. Councilmembers present were John Acosta, Daniel E. Griset, Ron May,
Patricia A. McGuigan, Rick Norton, and Miguel A. Pulido. Also present
were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk
of the Council Janice C. Guy.
COUNCIL STUDY SESSION
INGLEWOOD POLICE ASSESSMENT DISTRICT
Councilmember Rick Norton provided background information regarding the
establishment of a Police Benefit Assessment District in the City of
Inglewood, California, and indicated he would request during the Council
meeting that the City Attorney prepare language which would permit the
Council to place before the voters an advisory measure regarding
establishment of such a district in Santa Ana. He noted proceeds from the
district would be used for police patrol and investigation purposes.
The Mayor agreed to schedule formal consideration of the proposal by the
Council at the conclusion of the Evening Agenda items.

Mayor Pro Tem Acosta expressed concern with the large number of
resignations on the Private Industry Council, and inquired as to whether
the Council might nominate individuals for that Board.
Cindy Nelson, Executive Director, Con~nunity Development Agency, reported
nomination responsibility currently lies with the Santa Aha Economic
Development Corporation, and to permit nomination by the Council would
require a change to the Industry Council's bylaws.
Mayor Young requested Nelson to communicate the Council's concerns
regarding the high turnover rate for Industry Council Board members to the
Economic Development Corporation.

Proposal to amend the Land Use Element of the General Plan to redesignate

measure regarding the establishment of a Police Benefit Assessment
District.

90.A. PUBLIC COMMENTS
Edgar G. Green, 216 E. Washington Ave., requested an exemption from
zoning requirements to permit the reconstruction of his property as a
duplex. The Mayor referred Mr. Green to Ken Adams, Planning Director,
for assistance.
A1 Carney, thanked the Council for the progress to date regarding his
Police sector patrol proposal.

Carl Barnes, 814 E. Third Street, spoke in opposition to the Alcoholic
Beverage Control License amendment for 719 E. Fourth Street. He also
expressed opposition to expending public money for the Santa Ana Arena,
and urged the Council to cooperate with the City of Anaheim regarding
additional jail facilities.
Coween Dickerson, 3941 S. Bristol, #E-50, accepted the Mayor's apology
regarding the length of time she was permitted to speak at a previous
Council meeting, and expressed her thanks to Pat Whitaker, Housing
Manager, for assistance in solving her loan problem.
Dee Runnells, 1213 S. Parton, reported to the Mayor that in her opinion
the L.A. Times survey relative to crime in Santa Ana had not been
constructed well, producing distorted results.
John Raya, 4618 W. Hollyline, expressed his opposition to granting an
operating expense subsidy to the developers of Santa Ana Sports Arena.
Richard Moser, 1923 W. Seventeenth Street, complimented the
Councilmembers on their individual performances, and introduced his
candidacy for the Mayor's position in the November election.
90.C. COUNCIL COMMENTS
Councilmember Norton noted that tod~y was the opening of nominations for
the positions of Councilmember and Mayor, and encouraged those wishing to
do so to run for office. He expressed concern regarding the proposed
agreement which would provide a loan to the developers of the Sports
Arena, and encouraged attendance at the Community Redevelopment Agency
meeting on Tuesday, July 17, 1990.
99.A. ABC LICENSE HEARING - 3338 S. BRISTOL (PULIDO)
Councilmember Pulido expressed concern regarding the issuance of a new
Alcoholic Beverage Control License at 3338 South Bristol, and requested
the matter be set for public hearing.

Permit for an ABC License at 3338 South Bristol arose subsequent
to the posting of the Agenda.

In response to Mayor Pro Tem Acosta's inquiry, the City Manager indicated
that the ban on overnight street parking would be forwarded to the
Council on either August 20 or September 4, 1990 for consideration.
In response to his question concerning an ordinance calling for voluntary
water conservation, the Manager indicated that item would be on the
August 6, 1990 agenda.
Mayor Pro Tem Acosta requested that the City investigate the possible ban
of outside storage on balconies. The City Attorney indicated he was
exploring that matter.
Mayor Pro Tem Acosta clarified no fees were required to run for public
office, and inclusion of a candidate statement in the voter pamphlet
which requires the candidate to reimburse the City for publication
expense was optional.
Councilmember May reported he had met with shopping center owners and had
requested staff prepare a draft ordinance which would require permits for
individuals soliciting funds in shopping centers.
RECESSED TO CLOSED SESSION - 10:43 P.M.
The Clerk of the Council announced the City Council was recessing to
Closed Session pursuant to Government Code Section 54956.9(a), 54957 and
54957.6 to continue discussion of Closed Session items from the Afternoon
Session of the Council.
