AUGUST 20, 1990
At 4:00 p.m., Clerk of the Council Janice C. Guy adjourned the Council
meeting from Room 423, City Hall, 20 Civic Center Plaza, to Room 147, City
Council Chambers, 22 Civic Center Plaza, since Room 423 was unavailable.
At 4:20 p.m., Mayor Dan Young called the Council meeting to order in Room
147. Councilmembers present were John Acosta, Ron May, Patricia A.
McGuigan, Rick Norton, and Miguel A. Pulido. Also present were City
Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the
Council Janice C. Guy.
Councilmember Daniel E. Griset was absent.

behalf of mobile homeowners.

Direct staff to work with the Housing Advisory Commission to
proceed with preparation of appropriate ordinances and/or
resolutions to address the mobile home park land use designation
issue.

ordinance were adopted.
4) Substitution of a requirement mandating two public hearings
in lieu of mobile home park zoning/General Plan designation.
5) Identification of mobile home parks in redevelopment project
areas and relocation assistance provided to displaced tenants
in the event of closure of a park.
6) Preparation of an issue paper regarding conversion of mobile
home parks to other uses and including the environmental
review process.
7) Research of "reasonable relocation costs" as already
determined by the courts.
8) Existing mobile home park ordinances from other cities.

Pat Mill, 617 S. Starboard, commended Chief Walters for the recent police
action regarding the homeless at the Civic Center.
Bill Wheeler, 918 N. French, criticized Chief Walters' actions regarding
the homeless sweep.

Jack Walker, 1235 E. Martha, expressed concerns regarding the lack of
maintenance of the homes purchased by Cal Trans for the widening of the
I-$ Freeway, and objected to the closure of Washington Avenue. At the
Mayor's direction, Jim Ross, Executive Director, Public Works Agency,
agreed to meet with Walker regarding a plan to create safe egress and
ingress and to address the nuisance issue, with a report to Council in 30
daj~s.
A1 Carney, 2441 S. Park Drive, questioned the status of the public sector
patrol proposal he had previously submitted to the Council. Mayor Young
advised Carney that the proposal was on the Public Safety Committee agenda
for consideration.
Carlos Ruiz, 130 W. MacArthur Blvd., addressed the Council regarding
drugs, violence and graffiti in the Baker, Cubbon and Brook neighborhood,
and asked for the City's help in alleviating the problems. The Mayor
requested Chief Walters to meet with Mr. Ruiz.
Coween Dickerson, 3941 S. Bristol, #ESO, spoke regarding protection for
mobile home residents, Mater Dei High School parking, the homeless sweep
by the Police Department, status of housing vouchers, and more police
presence in the form of foot patrols. Mayor Young suggested Dickerson
contact the Housing Division for clarification regarding housing programs.
Jim Tucker, 2062 S. Rene, suggested establishing a countywide task force
on jail facilities. Councilmember McGuigan responded that the City-County
Coordinating Committee was meeting this week and would discuss establish-
ing a detoxification program which should decrease the overcrowding in the
jail.
Amado Gallardo, 1646 E. Washington, encouraged eliminating the
inappropriate actions of the homeless in the Civic Center area and also
stated that he thought Santa Ana should have full-time councilmembers.
Kathy DeSantis, 205 Duke Lane, asked for a comparison of the costs of
moving a mobile home vis-a-vis what park owners feel is a reasonable
relocation fee. Mayor Young asked the City Manager to include this
request in the staff report on mobile home park zoning. {Item 85.A, see

Norton complained that the area around City Hall was beginning to smell of
human waste and urine. The City Manager stated that housekeeping efforts
were being intensified in the area.
Councilmember McGuigan encouraged citizens to recognize the contributions
of the labor force and to drive safely over the Labor Day weekend.
Mayor Pro Tem Acosta:
Inquired as to the status of the ethics reform proposal. The
City Manager indicated research was in progress and the results
should be available for the September 4 Council meetin9.
Indicated that if Caltrans were not going to acquire the property
adjacent to Grace Place for the I-5 Freeway widening, then Code
Enforcement should attempt to correct the situation of neglected
homes.
Asked the Police Department to check parking on the corner radii
at South Standard, Harwood, Wakeham, Grant and Wisteria.
Requested that staff look into establishing a central location(s)
for day laborer pick-up similar to those in Orange and Laguna
Beach.
Stated he had received eight calls supporting the actions of the
Police Department regardin9 the sweep of the homeless at the
Civic Center.
Councilmember May asked the listening audience to say a prayer for our
national leaders, for the hostages and for military personnel involved in
the Iraqi conflict.
Mayor Pro Tem Acosta inquired as to the progress on the Park Tower
Building encroachment agreement. Cindy Nelson, Executive Director of
Community Development Agency, responded that a summary vacation of the
right-of-way would be granted instead of the encroachment, and that this
matter was scheduled for Council's consideration on September 4, 1990.
Councilmember McGuigan advised the Council that the September 4 agenda
would contain a resolution from the Orange County Division of the League
of Cities in support of the Air Quality Management District's ban on spray
paint. She pointed out that such a ban should help reduce graffiti.
