SANTA ANA, CALIFORNIA
OCTOBER 15, 1990
The meeting was called to order at 4:23 p.m. in Room 147, Council Chambers,
22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Ron May, Patricia A. McGuigan, Rick Norton, and Miguel A.
Pulido. Also present were City Manager David N. Ream, City Attorney Edward
J. Cooper and Clerk of the Council Janice C. Guy.
Councilmember Daniel E. Griset joined the meeting at 4:41 p.m.
COUNCIL STUDY SESSION
ZOA 90-008 - SUBDIVISION OF EXISTING MULTI-FAMILY APARTMENTS INTO
INVESTMENT APARTMENTS (ITEM 25.A.)
Dick Carlow, lll Tenth St., Huntington Beach, and Phil McNamee, explained
that ZOA 90-008 would permit the subdivision of existing apartment projects
and sale of the units in groups of two or more to small investors. He
indicated the City's apartment housing would be improved through 1)
infusion of new capital into existing complexes, 2) imposition of CC and
R's which would require reserve funds for maintenance, and 3) additional
review by City staff as complexes underwent the ownership conversion
process. Carlow showed slides of apartment projects where such a change in
ownership had occurred and responded to Councilmembers' questions.

Ed Bentley, President, Santa Ana City Employees Association, and Barbara
Lambert, representing the Santa Aha Library staff, spoke regarding the
demoralization of the Library staff, and requested a status report from
the City Manager on the Library situation. The City Manager responded
that he had "no comment" at the present tilne.

regarding ZOA 90-007, and requested the Council review documentation
provided by him and the Planning Commission decision prior to its
rendering a decision relative to ZOA 90-007.
George Hanna, Planning Commissioner, expressed concern regarding
amortization of swap meets, and requested the Council reject the proposed
ordinance.

90.A. PUBLIC COMMENTS
Ralph Montview, P.O. Box 863, Anaheim, alleged that he had been unfairly
terminated from his position in the Public Works Agency. The Mayor
requested the City Manager review the matter.
Miles Leach, 2025 W. Tenth Street, expressed concern that the City would
be divided into east and west sectors due to the widening of Bristol
Street, and suggested that the widening might be unnecessary due to the
proposed extension of the 57 Freeway immediately west of Bristol Street.
Klm McPeck, 1823 S. Ross Street, expressed his thanks to the Recreation
and Comunity Services Agency for their assistance with the "Great
Debate" on October 2, 1990, and requested that the Debate be rerun on
cable Channel 3, if possible. He also suggested a service award be given
to Officer Reed and "Grant" for their excellent safety program.
Steven Doughty, 1919 N. Greenleaf, advised the Council of programs
initiated by several Southern California cities to slow down comnuter
traffic through neighborhoods, and suggested the Council consider
implementation of one or more of these programs in Santa Aha. The Mayor
requested staff research the programs described by Doughty.
James McGuigan,"~5642 Keelson, spoke~concerning violations of the City's
cable franchise agreement by the franchisee. The City Manager indicated
he would investigate.

90.C. COUNCIL COMMENTS
Councilmember Pulido commended Kim McPeck on his neighborhood's promotion
of the "Great Debate" and encouraged the listening public to watch the
reruns.
Councilmember McGuigan thanked the Councilmembers for their recognition of
her service as the President of the Orange County Division, League of
California Cities.
Mayor Pro Tem Acosta requested:
an update on the City's geobase mapping project
staff to call him for addresses relative to recycling
violations
advertisement of the new garage sale ordinance in the City's
water bills
a report from the Finance Director regarding the performance
of Deloitte & Touche, the City's auditors, who were cited
in a recent newspaper article as defendants in several law
suits
a copy of the Campaign Ethics report prepared by the
City Manager's staff.
