HomeMy WebLinkAbout11-19-1990 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA NOVEMBER 19, lggo The meeting was called to order at 4:18 p.m. in Room 147, Council Chambers, 22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were John Acosta, Daniel E. Griset, Ron May, Patricia A. McGutgan, and Rick Norton. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper, and Clerk of the Council Janice C. Guy. Councilmember Miguel A. Pulido joined the meeting at 6:00 p.m. COUNCIL STUDY SESSION RESIDENTIAL FIRE SPRINKLER SYSTEMS Chreta Petruzziello, Fire Safety Analyst, presented a report and slides concerning residential fires and corollary life loss and injury statistics. She reported life loss and injuries could be decreased through the installation of automatic fire extinguishing systems, and indicated Fire Service personnel were working with contractors and insurance companies in a cooperative effort to encourage the installation of fire sprinklers in existing single-family residences. CONSENT CALENDAR REVIEW Councilmembers discussed concerns with respect to Consent Calendar items. The Clerk of the Council indicated that the bid award (Item 2.E.) in the amount of $1,644.96 for Portland Cement (SPEC 90-134) should be to Standard Concrete of Santa Aha in lieu of United Rock and Concrete Co., and that Item 3.F. had been inadvertently included in the current agenda and should be deleted from consideration. Mayor Pro Tem Acosta requested that he be notified when staff was contemplating contract increases such as in Item 12.E., prior to their placement on the Agenda. The Mayor requested that the term in Item 13.A. be revised to coincide with his next Mayoral term instead of expiring on November 30, 1990 as listed on the agenda. He also requested that the Clerk advise the appropriate Citizen Advisory Board members of their pending November 30 term expiration date. COMMENTS 90.A. PUBLIC COMMENTS Margarete Farris, 614 N. Bush Street, reported that she had been assaulted in the Civic Center, and expressed concern regarding gang activity, illegal drug usage, and prostitution in the Civic Center area. Frances Anderson, 1214 E. Avalon, expressed concern regarding excessive noise, children off the premises, graffiti, and trash as a result of the change in land use from the Toastmasters Club to Oakridge Private School at 2000 North Grand Boulevard. The Mayor requested that staff check the site for code compliance and educate the owners of the school regarding "good neighbor practices." Mayor Pro Tem Acosta requested that staff be instructed to remove the graffiti immediately. In response to Sean Mill, 617 S. Starboard, the City Manager indicated that the Park Rangers would be armed by December as scheduled. Mill al so thanked Councilmember May for his service to the community. CITY COUNCIL MINUTES 345 NOVEMBER 19, 1990 Coween Dickerson, 2121S. Salta, expressed her opinion that the City has an insufficiency of police officers to serve the community, and urged the improvement of the police recruitment process. 90.C. CITY COUNCIL COMMENTS Mayor Pro Tem Acosta reported Don Williams, 2605 N. Deodar, had contacted him regarding installation of a sound wall behind his property along the 55 Freeway north of 17th Street, and requested assistance from the City in contacting Caltrans to encourage installation of the sound wall. The City Manager indicated he would review the matter and respond this week. Mayor Pro Tem Acosta also expressed concern that the Police Department was harassing the Right Road Billiard Parlor concerning sales from a lunch truck on a site owned by the Billiard Parlor. The City Manager indicated a Land Use Certificate was needed for such a use on the site. In response to Councilmember Norton's question, the Police Chief indicated a policy change was in process regarding continuation of benefits for families of City employees who had been called up to serve in the Middle-East crisis.
