Councilmembers present were John Acosta, Daniel E. Griset, Patricia A. McGuigan, Rick Norton, Miguel A. Pulido, and Robert L. Richardson. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. COUNCIL STUDY SESSION LANDSCAPING REQUIREMENTS FOR PARKING STRUCTURES Robyn Uptegraff, Executive Director, Planning and Building Agency, presented proposed revisions relating to the sections of Resolution 90-102 which had been deleted from the resolution at the Council meeting of November 19, 19gO. She indicated staff had reviewed and modified those sections and would be presenting the revisions in final form for approval at a future Council meeting. Marvin Ellenbecker, Landscape Development Associate, showed a slide presentation depicting alternative design and development standards for parking structures, including treatments of exterior and interior architecture, circulation, setbacks and landscaping. On a separate issue, Councilmember Acosta requested staff review the City's requirements relative to soil compaction for parking sites. PUBLIC COMMENTS Rowland Rice, 1809 W. St. Andrews Place, urged citizens to report inoperable street lights in their neighborhoods to the Public Works Agency. He also reported a 45-minute response time by the Police Department to an incident involving a prowler in his neighborhood. Margaret Farris, 614 N. Bush Street, thanked the Police Department for increasing patrol service in the Civic Center area. 90.C. CITY COUNCIL COMMENTS Councilmember Acosta requested: A follow-up report from the Planning Department relative to a recycling complaint on West 17th Street A status report relative to the issuance of a Land Use Certificate for the Right Roads Billiards Parlor A status report regarding a ban on over-night street parking Staff investigate hot-dog vendors blocking the sidewalk at both the Orange County Teachers Credit Union and the Department of Motor Vehicles facilities Information from the Public Works Agency relative to the concrete products contract recently awarded by the Council Assistance from staff with regard to internal mail procedures The City Manager noted that an ordinance regulating over-night street parking would be provided to the Council at the second Council meeting in January. CITY COUNCIL MINUTES 363 DECEMBER 10, 1990 Councilmember McGuigan urged the listening audience not to "drink and drive" during the holidays. Mayor Pro Tem Pulido wished the listening audience a "Merry Christmas." Councilmember Richardson commended the Library staff for its program to send care packages to armed services personnel in the Middle-East, and indicated anyone interested in participating in this project might contact Kitty Taylor at 647-5273. Councilmember Griset commended the Police Chief for his recent editorial in the Los Angeles Times relating to the lack of new jail construction in the County and the resulting impact on the delivery of Police services. The Clerk of the Council announced the City Council was recessing to Closed Session pursuant to: Government Code Section 54956.9(a) to confer with the City Attorney regarding pending litigation which had been initiated formally to which the City was a party to wit: Ramey vs. City of Santa Ana Government Code Section 54957.6 to meet with its designated representatives regarding labor relations matters.
