SANTA ANA, CALIFORNIA
DECEMBER 17, 1990
The meeting was called to order at 4:17 p.m. in Room 147, Council Chambers,

COUNCIL STUDY SESSION
WATER CONSERVATION
John Garthe, Santa Ana representative to the Metropolitan Water District,
Jim Ross, Executive Director, Public Works Agency, and Lee Harry, Water
Resources Manager, provided the Councilmembers with an update relative to
the impacts of the extended California drought on the City's water
supply. Garthe reported that State reservoirs were low, and indicated
Metropolitan Water District customers would be required to cut consumption
by 10% or be penalized for overuse effective February l, 1991. Harry
explained this action was the second step in a three-part program to
conserve water -- the first step being voluntary conservation; the second,
mandatory conservation; and the third, water rationing if weather
conditions did not improve to increase the water supply.
Garthe and staff responded to Councilmembers' questions regarding water
use and water conservation measures.
