HomeMy WebLinkAbout12-17-1990 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA DECEMBER 17, 1990 The meeting was called to order at 4:17 p.m. in Room 147, Council Chambers, 22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were John Acosta, Daniel E. Griset, Patricia A. McGuigan, Miguel A. Pulido, and Robert L. Richardson. Also present were City Manager David N. Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy. Councilmember Rick Norton was absent. COUNCIL STUDY SESSION WATER CONSERVATION John Garthe, Santa Ana representative to the Metropolitan Water District, Jim Ross, Executive Director, Public Works Agency, and Lee Harry, Water Resources Manager, provided the Councilmembers with an update relative to the impacts of the extended California drought on the City's water supply. Garthe reported that State reservoirs were low, and indicated Metropolitan Water District customers would be required to cut consumption by 10% or be penalized for overuse effective February l, 1991. Harry explained this action was the second step in a three-part program to conserve water -- the first step being voluntary conservation; the second, mandatory conservation; and the third, water rationing if weather conditions did not improve to increase the water supply. Garthe and staff responded to Councilmembers' questions regarding water use and water conservation measures. SPECIAL PRESENTATION Recognition for her designation as Secretary of the Year awarded by the Orange Empire Chapter of Professional Secretaries International presented by Mayor Young to Sheila Lewellen, Secretary to the City Manager. CITY COUNCIL MINUTES 365 DECEMBER 17, 1990 CONSENT CALENDAR Earl Siems, representing Bert C. Gentle Company, requested that the bid award for Item 2.B. be deferred to verify the company being awarded the contract had the proper licenses. Bob Williams, Purchasing Manager, reported to the Council that he had checked with the City Attorney and ascertained that the vendor met the City's requirements and qualified for award of the contract. Councilmember Acosta requested the City Attorney prepare a position paper clarifying the circumstances under which licenses were required concurrently with or prior to submission of bids.
