RECOMMENDED ACTION
Renew the contract with California Forensic Phlebotomy, Inc. for blood and
breath technician services for a one-year period in an annual amount not to
exceed $75,000.
DISCUSSION
California Forensic Phlebotomy, Inc. provides blood alcohol level testing
and analysis, drug content, blood typing, and DNA testing for the Forensics
Division of the Santa Ana Police Department. The testing is required for
use as evidence in the prosecution of criminal cases.
California Forensic Phlebotomy, Inc., the current provider of blood and
breath technician services for all Orange County law enforcement agencies
has agreed to the renewal of the contract. Due to an increase in labor
costs and numerous other expenses, the service provider has requested a 6.3
percent increase in the cost per test. California Forensic Phlebotomy,
Inc. has been providing service to the City since 1992, and has performed
satisfactorily during the past year. The Police Department recommends the
renewal to the contract.
FISCAL IMPACT
Funds are available in the Police Patrol Other Contractual Services account
(account no. 11-337-6291).
