SANTA ANA, CALIFORNIA
JANUARY 7, 1991
The meeting was called to order at 4:28 p.m. in Room 147, Council Chambers,
22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Daniel E. Griset, Patricia A. McGuigan, Rick Norton, Miguel A.
Pulido, and Robert L. Richardson. Also present were City Manager David N.
Ream, City Attorney Edward J. Cooper and Clerk of the Council Janice C. Guy.
COUNCIL STUDY SESSION
UPDATE ON "SUPER STREET" - MOULTON PARKWAY
Roger A. Hohnbaum, Road Program Manager, Orange County Environmental
Management Agency, briefed the Council regarding the development of Moulton
Parkway as a "super street" {a major arterial with enhanced traffic flow).
He explained the Environmental Management Agency was soliciting comments
from each of the five jurisdictions through which the Parkway traversed for
inclusion in the final reconmendations relating to the Parkway Traffic
Study. Hohnbaum indicated a draft report would be available to the cities
for comment in March, 1991, and following agreement by the impacted cities
to the proposed traffic improvements, the funding issues would be addressed.
"IT'S NO SURPRISEJ POLITICAL BOUNDARIES ARE CHANGING"
The Clerk of the Council reported that the Senate Elections and
Reapportionment Committee would hold a public hearing on January ll, 1991
in the Santa Aha Council Chambers to solicit public comments regarding the
adjustment of Legislative and Congressional District boundaries. A video
which provided an overview of the process was shown by the Clerk.

General Plan Amendment 90-Oll requested by Tom D'Alessandro to redesignate

MOTION:
Direct staff to work with the Transportation Advisory Committee
and neighborhood leaders from Washington Square to develop
additional traffic mitigation measures for consideration at a
Council Study Session in 45 days; and to leave existing traffic
diverters in place.

Councilmember Acosta indicated he would have supported the measure had
removal of the traffic diverters been included in the motion.

CITY COUNCIL COMMENTS
In response to Councilmember Norton's question, the Police Chief indicated
that background checks for Park Rangers were currently in process and that
the Park Rangers should be armed by January 31, 1991.
11:15 P.M. - Councilmember Norton left the meeting.
In response to Counctlmember Acosta's query regarding the status of the
crossing light in front of the Courthouse, staff indicated the signal
installation plans had been returned to the County with the City's
comments and that the signal should be installed approximately 2-3 months
after return of the final plans by the County to the City. The City
Manager indicated the City would be both purchasing and installing the
signal.
Councilmember Acosta requested the Clerk of the Council research the
Minutes to clarify City and County responsibilities with respect to signal
installation.
Councilmember McGuigan requested staff investigate possible removal of
parking on north First Street between Susan Street and the Santa Aha River
bed to improve street sweeping operations.
Mayor Pro Tem Pulido requested that state-of-the-art technology to
discourage speeding be placed on the next Public Safety Committee agenda
for discussion.
Councilmember Griset urged the City Manager to include improvement of the
Bristol/Civic Center intersection in the next fiscal year budget.
