MAIN STREET DEVELOPMENT
MINUTES
March 12, 2003
CALL TO ORDER
The meeting convened at 7:20 a.m. in City Hall, Room 831, 20 Civic Center Plaza,
Santa Ana, California.
ATTENDANCE
City Council Committee Members present were: Councilmember Claudia Alvarez,
Councilmember Lisa Bist and Councilmember Jose Solorio.
Staff members present were: City Attorney Joe Fletcher, Assistant City Manager Debra
Kurita, Community Development Agency Executive Director John Reekstin, Executive
Director of External Affairs Jill Arthur, Planning Manager Joseph Edwards, Downtown
Development Manager Matt Lamb, Associate Planner Bob St. Paul, Code Enforcement
Inspector Alvaro Nunez and Project Manager Vicki Uehli.

AGENDA ITEMS
1. APPROVAL OF MINUTES - February 12, 2003
Action: Councilmember Alvarez moved and Councilmember Bist seconded
the approval of the minutes.
2. DISCUSSION ON DOWNTOWN VISION POSTER
Matt Lamb and Bob St. Paul provided an overview of the Downtown Vision
Poster and received input from the Committee on its format and content, which
will be incorporated into revisions made to the poster.
3. PROPOSED CODE ENFORCEMENT ACTIONS
Alvaro Nunez reported the following:

· Three Administrative Officer Hearings were held regarding properties failing
to comply with original Notices of Violation.
· American Eagle is working with their insurance company to repair damage
from a traffic accident.
· A citation was issued to Orange County Mental Health Association for roof
repair without a permit. Staff is also investigating potential, multiple tenants in
the building.
· Complaints have been received regarding "bus terminal issues" on South
Main.
4.
MAIN STREET CONCOURSE STATUS REPORT
Joseph Edwards reported that the project has been scaled down to 300 "for sale"
residential units, 100 of which will be live/work. The owner, TransAction
Financial, is still pursuing retailers; however, lack of surface parking is hindering
their marketing efforts. They are currently revising their design. The Committee
provided input on the scope and intensity of the project.

PROJECT UPDATES
.....
a) SWC First and Main Streets - John Reekstin reported that negotiations
continue with Caribou Industries regarding development of the block.
b) MainlWarner School Site - Vicki Uehli provided a site plan showing minimal
landscaping at the corner of Main and Warner. The City Council asked staff
to again discuss the cul-de-sac issue and corner landscape treatment with the
School District.
c) Fence at RR on South Main - Vicki Uehli reported that the new bike trail
project has been completed, which included a fence along the public right-of-
way. The fence in question is located on private property with multiple
ownerships. Staff has contacted some of the owners to remove their fence,
which they will bring up at their next association meeting.
d) DSABA - John Reekstin provided an update.

8. ITEMS FOR FUTURE MEETINGS
Main Street Concourse Status Report will be placed under "project updates" for
future meetings.
9. NEXT MEETING -April 16, 2003
ADJOURNMENT - The meeting was adjourned at 8:35 a.m. to April 16, 2003.
