MINUTES
April 16, 2003
CALL TO ORDER
The meeting convened at 7:20 a.m. in City Hall, Room 831, 20 Civic Center Plaza,
Santa Ana, California.
ATTENDANCE
City Council Committee Members present were: Councilmember Claudia Alvarez,
Councilmember Lisa Bist and Councilmember Jose Solorio.
Staff members present were: City Attorney Joe Fletcher, Assistant City Manager Debra
Kurita, Community Development Agency Executive Director John Reekstin, Principal
Civil Engineer Souri Amirani, Senior Planner Vince Fregoso, Associate Planner Bob SI.
Paul, Code Enforcement Inspector Alvaro Nunez and Project Manager Vicki Uehli.

AGENDA ITEMS
1. APPROVAL OF MINUTES - March 12, 2003
Action: Councilmember Bist moved and Councilmember Alvarez seconded
the approval of the minutes.
2. PROPOSED CODE ENFORCEMENT ACTIONS
Code Enforcement and the Community Development Agency will contact
businesses that have violations and inform them of the rebate program.
3. PROJECT UPDATES
a) SWC First and Main Streets - John Reekstin reported that negotiations
continue with Caribou Industries regarding development of the block and that
rehab continues with the Automotive Building and residential units. The
Planning and Building Agency is moving forward with a possible rezone to a

specific development. Councilmembers questioned the new surface parking
lot at the corner of Main and Walnut. Staff responded that there had been no
permits issued, and it did not meet code. Staff was asked to pursue code
enforcement.
b) Main Street Concourse - John Reekstin reported that the developer is
continuing to work on their site plan, and they are no longer pursuing a hotel
mix. The project currently is reflecting approximately 280 residential units and
associated high-quality retail tenants.
c) MainlWarner School Site - Vicki Uehli indicated there was no new information
obtained from the District regarding the site.
d) Main Street Improvements - Souri Amirani provided an update on the street
improvements.
4. PUBLIC COMMENTS
There were no public comments.
5. COMMITTEE MEMBER COMMENTS

Councilmember Solorio
. Requested that Public Works work with SCE to accelerate the
undergrounding schedule on Main Street.
Councilmember Bist
. Requested an update on the fence adjacent to the new bike trail at the
railroad crossing.
