The meeting was called to order at 4:30 p.m. in Room 147, Council Chambers,
22 Civic Center Plaza, by Mayor Dan Young. Councilmembers present were
John Acosta, Patricia A. McGuigan, Miguel A. Pulido, and Robert L.
Richardson. Also present were City Manager David N. Ream, City Attorney
Edward J. Cooper and Assistant Clerk of the Council William Z. Navaja.
Councilmembers Rick Norton and Daniel E. Griset joined the meeting at
4:50 p.m. and 4:53 p.m., respectively.
Clerk of the Council Janice C. Guy joined the meeting at 4:50 p.m.
COUNCIL STUDY SESSION
COMMUTER RAIL
Brian Pearson of the Rail Program Office of the Orange County
Transportation Commission (OCTC) briefed the City Council on the OCTC
Countywide Rail Study conducted by Parsons, Brinckerhoff, Quade and
Douglas, Inc. Pearson discussed the following commuter rail issues:
carrying capacity, technology, cost effectiveness, land use impacts,
commuter rail types, and alternative routes wi thin the County.
CENTRAL ORANGE COUNTY FIXED GUIDEWAY PROJECT
Brian Pearson explained that "Alternative 3: Rail Core" of the OCTC
Countywide Rail Study proposed a twenty-three mile rail system to serve
major job centers in the six cities of Santa Aha, Anaheim, Irvine,
Fullerton, Costa Mesa and Orange. He indicated each City had been
requested to approve the formation of a Joint Powers Authority which would
oversee development of the rail system and to select representatives to
that Authority. {See Minutes page 79.)
ACQUISITION OF REAL PROPERTY - FALLBROOK DRIVE
Community Development Agency Executive Director Cindy Nelson informed the
Council that the City had negotiated a settlement with Cal-Trans regarding
the cost of acquiring property along the northeasterly side of Fallbrook
Drive, and that the City's cost for the property would be $730,500.00.

PERMIT PAPJCING
Public Works Agency Executive Director Jim Ross indicated the problem of
over-flow parking in residential areas was being addressed through Permit
Parking Districts established on request from neighborhood associations.
He noted the current request for a permit parking district from the
Mid-City West neighborhood would provide permit parking on Dahl and Spruce
Streets only, but that additional streets would be added as residents
applied for such designation.

Amendment Application 1049 would rezone a portion of the property located
at 4922 W. Fifth Street from the A1 (General Agriculture) District to the
R2 ITwo-Family Residential) District. The applicant proposes to save the
existing single-family residence and construct a new duplex for a total of
three apartment units.
Amendment Application 1050 would rezone property located at 4926 W. Fifth
Street from the A1 (General Agriculture) District to the R2 (Two-Family
Residential) District. The applicant proposes to demolish an existing
single-family residence and construct two duplexes and a new sin§le-family
residence for a total of five apartment units.

James McGuigan, 5642 Keelson, expressed the opinion that the services
provided by Comcast Cablevision were deficient and that the Council should
take action to exhort Comcast Cablevision to correct these deficiencies.

90.A. PUBLIC COMMENTS
Lucinda Solorzano, 909 N. Raitt, criticized the Council for responding
negatively to the request from the Rancho Santiago Con~nunity College
District to establish a Joint Task Force to study possible operation of a
Mercado at Centennial Park.
90.C. COUNCIL COMMENTS
In response to Councilmember Norton's query, the City Attorney stated that
the Mayor has traditionally had the authority under Robert's Rules of
Order to limit comments if necessary on a subject during the Public
~nts portion of the Council meeting.
Councilmember Acosta expressed concern that McPherson Oldsmobile was
moving its operation to the Tustin Auto Center, and requested staff to
develop a retention program for auto dealerships in Santa Ana.
Councilmember Acosta also inquired as to why the Mayor was requesting the
City Manager instead of the Clerk of the Council undertake the ward
redistricting process required as a result of the 1990 Census. The Mayor
responded that the assignment of the task to the City Manager was intended
to facilitate Council participation in the reapportionment process.
Councilmember McGuigan thanked staff for completing the clean-up of the
fire-damaged property at Bristol and First, and requested a burned-out
structure at Brook and Bristol be similarly demolished.

Councilmember Richardson encouraged the listening audience to obtain a
copy of the L.A. Times summary of the Orange County Jail issue by calling
966-4632 or 966-4628.
Mayor Pro Tem Pulido requested that the issue of "9randfathering" as it
pertains to Planning issues be set for discussion at a future Council Work
Study Session.
In response to Mayor Pro Tem Pulido's query, the Police Chief reported
that two traffic-speed indicators had been ordered and, due to heavy
demand for such mechanisms, he had had difficulty in borrowing a sample
unit. Mayor Pro Tem Pulido indicated he would assist the Police Chief in
borrowing a unit from the City of Newport Beach.
Mayor Young:
Updated the listening public regarding the Bristol Corridor
Project, noting in particular the recent favorable court
decision validating the establishment of the Project Area.
-- Requested staff to set as a Work Study Session item the
development of financing strategies for the Bristol Project.
Reported Cal-Trans had made a new con~itment to promptly
demolish houses that had been bought and boarded-up prior to
freeway construction.
-- Indicated the Council had approved City membership in a Joint
Powers Authority for a six-city monorail project.
