MINUTES
August 20, 2003
CALL TO ORDER
The meeting convened at 7:27 a.m. in City Hall, Room 831, 20 Civic Center Plaza,
Santa Ana, California.
ATTENDANCE
City Council Committee Members present were: Councilmember Lisa Bist and
Councilmember Jose Solorio. Absent was: Councilmember Claudia Alvarez.
Staff members present were: City Attorney Joe Fletcher, Community Development
Agency Executive Director John P. Reekstin, Downtown Development Manager Matt
Lamb, Engineering Services Manager George Alvarez and Associate Planner Bob SI.

AGENDA ITEMS
1.
APPROVAL OF MINUTES - July 16, 2003
Action: The minutes were approved 2:0 (Alvarez absent).
2. PROPOSED CODE ENFORCEMENT ACTIONS
Bob St. Paul reported the following:
. 2700 S. Main - A Notice of Violation was issued for the fence, with a
compliance date of August 31, 2003. There had been no change as of
August 17.
. 2717 S. Main - A Notice of Violation was issued to address the painted sign
that was visible from Dyer, and the window signage in excess of 25 percent.
All other signs had been permitted, including the signage on the awnings. As
of August 17, 2003, the window signage had been removed. If new signs are
painted on the windows in excess of 25 percent, a fine will be assessed. The
wall sign is still pending.

· 1307 S. Main - Concerns have been raised about the colors of the new paint
job at the old "La Perla" restaurant. A Notice of Violation will be issued to
address unpermitted signage, and the new building owner will be encouraged
to work with the Community Development Agency to paint the building again.
· 2034 S. Main / 2038 S. Main - The property owner gave his consent and
allowed the Community Development Agency access to remove the two pole
signs located on his two properties.
· 827 S. Main - Community Preservation has received some calls from the
Eastside Neighborhood Association regarding Main Photo's dilapidated signs.
Planning is working with Main Photo, and they have obtained a sign permit to
install/repair the damaged sign face. It was not necessary to issue a Notice
of Violation.

PROJECT UPDATES
a) SWC First and Main Streets - The developer has not yet identified a
restaurant operator for the project.
b) Main Street Concourse - The developer has submitted into Site Plan Review.
The Committee expressed initial dissatisfaction with some elements of the
site plan, including lack of retail to augment the restaurants/market/theater
and lack of integration with the residential portion of the project.
c) One Broadway Plaza - The environmental document is out for public review,
and the site plan will be submitted shortly.
d) YMCA - The potential developers have had difficulty substantiating the
financial viability of a boutique hotel/restaurant/health club. They will begin
exploring the integration of lofts into the project.
e) Fence Adiacent to Bike Trail - A Notice of Violation was issued with an
August 31 compliance date.
f) Court of Appeals - There was no change in status.
g) MainIWarner School Site - There was no change in status.
h) DSABA - The Committee and staff discussed the organizational structure and
timeline approved by the DSABA Board at its May 2003 meeting.
i) 4th Street Pushcart Status - The RFP has been completed. At least four bids
are being solicited within three-to-four weeks for consideration by the
Downtown vendors.

j) South Main Public Imorovements - Budqet. Schedule and Archwav Siqn - A
complete budget and timeline is being formulated and will be presented at the
September meeting.

Councilmember Bist
· Requested that staff investigate potential code violations for signage on
Broadway.
