MAIN STREET DEVELOPMENT
MINUTES
October 15, 2003
CALL TO ORDER
The meeting convened at 7:19 a.m. in City Hall, Room 831, 20 Civic Center Plaza,
Santa Ana, California.
ATTENDANCE
City Council Committee members present were: Council member Jose Solorio and
Council member Lisa Bist. Absent was: Council member Claudia Alvarez.
Staff members present were: Assistant City Manager Debra Kurita, City Attorney Joe
Fletcher, Community Development Agency Executive Director John P. Reekstin, City
Engineer George Alvarez, Downtown Development Manager Matt Lamb, Senior
Planner Vince Fregoso, Senior Engineer Zed Kekula, Community Preservation
Inspector Alvaro Nunez and Associate Planner Bob St. Paul.

Members of the public present were: Vic and Judy Edge.
AGENDA ITEMS
1. APPROVAL OF MINUTES - September 17, 2003
Action: The minutes were approved 2:0 (Alvarez absent).
2. PROPOSED CODE ENFORCEMENT ACTIONS
Alvaro Nunez reported the following:
. Several citations for illegal window signage have been issued on Broadway.
. Most citations issued over the past year have been complied with.
. There are banners at Fourth and Main, which will be investigated and
addressed, as well as Today's Furniture for illegal window signage.

PROJECT UPDATES

a) SWC First and Main Streets - The specific development zoning designation,
conditional use permit and parking variance are scheduled to be considered
by the Planning Commission on November 10.
b) Main Street Concourse (City Place West) - The developer will re-submit the
site plan in early 2004. A Planning Commission study session is scheduled
for October 27.
c) One Broadway Plaza - The response to environmental comments is currently
being drafted, with the Final EIR tentatively being presented to the Planning
Commission and City Council in December/January. Site plan review
comments have been forwarded to the developer.
d) YMCA - The building now has basic electricity, and cost estimates are being
secured to fix windows and hydro-wash the building.
e) Fence Adiacent to Bike Trail- The owners have until November 14 to remove
the fence, which they have indicated they will not do.
f) Court of Appeals - There has been no change in status.

g) Main/Warner School Site - There has been no change in status.
h) 4th Street Pushcart Status - A meeting will be held with a potential vendor in
Los Angeles today. A formal proposal will then likely be submitted. Matt
Lamb and Jose Ortiz are working closely together in this issue. The uniforms
will be selected once final costs for the carts are determined.
i) South Main Public Improvements - Cost Estimates for New Sidewalks at the
Railroad Tracks South of Warner - The approximate cost of right-of-way
south of the railroad tracks on the east side of Main is $350,000, with
sidewalk improvements costing an additional $100,000. Funding is not
currently anticipated in the City's Capital Improvement Program. The
Committee asked staff to investigate potential sources of funding and
requested cost estimates for the new sidewalk north of the railroad tracks.
j) Ribbon Cuttino Ceremony for South Main Street Improvements - Matt Lamb
will check the status of the ribbon-cutting event and contact the City Council
with the proposed date and time.

UPDATE ON DIRECTIONAL SIGNAGE PROGRAM

Zed Lekula of PWA staff stated that the City Council approved Phase lion
October 6, and that the signs will be installed by March 2004. A sign signifying
"Downtown Retail" will be included on all poles. Future signage is contingent on
available funding.

DEBRIEF ON FIESTAS DE LAS AMERICAS
Matt Lamb stated that the event was a tremendous success, with 280,000 to
300,000 attendees. Approximately 85,000 attended the parade. The parade will
be moved to Saturday next year. Approximately $40,000 in net revenue was
generated by the event.

UPDATE ON SANDPOINTE NEIGHBORHOOD WALL

Judy and Vic Edge both addressed the Committee on this item and requested
that the neighborhood be notified when the project is scheduled to begin. It
appears that sufficient funds to repair the entire wall have been generated by
various developers at MacArthur Place. Nexus Development will provide the
"gap" financing to reconstruct the entire wall, with construction beginning within
the next few months.

There were no public comments.
8. COMMITTEE MEMBER COMMENTS
Council member Solorio
. Requested that staff investigate graffiti on the west side of Main south of
Edinger.
