SANTA ANA CITY COUNCIL COMMITTEE PUBLIC SAFETY Minutes of Meeting February 18, 2003 CALL TO ORDER The meeting was convened at 4:40 p.m. in the Police Department 4th Floor Conference Room, 60 Civic Center Plaza, Santa Ana, California. ATTENDANCE Council members present were: Mayor Pro Tem Brett Franklin (5:10 PM), Councilmembers Alberta Christy, Jose Solorio, Claudia Alvarez (Absent). Staft present were: City Manager Dave Ream; Assistant City Manager Debra Kurita, City Attorney Joe Fletcher, Assistant City Attorney Paula Coleman; Police Chief Paul Walters; Fire Chief Marc Martin; Deputy City Manager Cindy Nelson; PRCS Executive Director Rip Ribble; Police Captain George Saadeh; Planning Manager Joseph Edwards; Police Lieutenants Phil Archer; Collie Provence; PCSS Mike McCoy; PIS Yolanda Pena. SUMMARY OF DISCUSSIONS \,... 1. APPROVAL OF MINUTES The Minutes of the September 16, 2002 meeting were approved. 2. ABC LICENSES AND POTENTIAL MODIFICATIONS PIS Yolanda Pena reviewed the current process for application and issuance of Alcoholic Beverage Control licenses. Cindy Nelson and Joe Fletcher reviewed considerations to changes that could be made to the current Ordinance regarding the purchase of any new licenses and any modifications to the CUP process. After questions and discussion, the matter was tabled at this time. The BP Products request for a Conditional Use Permit will be reconsidered by the City Council as planned in May, with the staft.recommendation remaining as "deny." 3. DISCUSSION TO AMEND ORD. 31-41 TO BAN BICYCLES AND MOTORSCOOTERS FROM THE PLAZA OF THE FLAGS AREA "'" Lieutenant Archer reviewed the issue of bicycling and motorized scooters in the Plaza of the Flags area and the damage and potential liability this activity is causing. He showed a short video taken from a web site "'" \.... \.,. PUBLIC SAFETY COMMITTEE MEETING February 18, 2003 Page 2 advertising the Plaza of the Flags for this activity and giving tips to bicyclists on how to ride on rails and stairs. Lt. Archer emphasized the need to supplement enforcement efforts by assessing environmental design elements and making practical modifications as needed. After discussion, the Councilmembers agreed that the Ordinance should be broadened to add bicycles and motorized scooters. 4. PARK SANTIAGO CRIMINAL ACTIVITY UPDATE This item was continued to the meeting of March 17,2003. 5. PUBLIC COMMENTS No public comments 6. COMMITTEE MEMBER COMMENTS No Committee Member comments 7.
