Minutes of Meeting
April 21, 2003
CALL TO ORDER
The meeting was convened at 4:30 p.m. in the Police Department 4th Floor
Conference Room, 60 Civic Center Plaza, Santa Ana, California.
ATTENDANCE
Councilmembers present were: Mayor Pro Tem Brett Franklin, Councilmembers
Alberta Christy, Claudia Alvarez (Absent).
Staff present: City Manager Dave Ream; City Attorney Joe Fletcher, Assistant
City Attorney Paula Coleman; Police Chief Paul Walters; Deputy City Manager
Cindy Nelson; Planning Manager Joseph Edwards; Fire Marshal Lori Smith; Jail
Administrator Russ Davis, Assistant PRCS Director Gerardo Mouet; Police
Lieutenant Phil Archer; Associate Planner Bill Apple; and PCSS Mike McCoy.

SUMMARY OF DISCUSSIONS
1. APPROVAL OF MINUTES
The Minutes of the February 18, 2003 meeting were approved.
2. ABC REGULATIONS
Cindy Nelson reviewed BP Products' application for a CUP at Dyer and
Pullman and stated that the staff recommendation is still for denial. She
further stated that the City policy is a sound policy and should not be
changed.
Craig Yamasaki of BP Products spoke before the committee regarding his
proposed project at the Dyer and Pullman site. The Councilmembers
present did not offer any support for Mr. Yamasaki's proposal to acquire
ABC licenses to offset the requested license. Mr. Yamasaki
acknowledged that while he was disappointed, it was obvious he did not
have Council support to overturn the Planning Commission denial and he
was expecting the Council to uphold the denial.

SANTIAGO PARK CRIMINAL ACTIVITY UPDATE
Mayor Pro Tem Franklin reviewed several problems that were present in
the park a few years ago and how they had been eliminated by aggressive
enforcement. He has recently observed some criminal activity reoccurring
in the park and requested what type of enforcement is taking place at this
time.
Lieutenant Archer presented the improvements the Police and Parks and
Recreation are recommending to maintain a balanced approach to the
park that will increase visibility for enforcement. Chief Walters offered that
a plan for enforcement and visibility will be presented to the committee
showing results of these improvements.

SANTA ANA JAIL INMATE HOUSING

Russ Davis reviewed the incident of the Detention Officer being injured by
the INS inmate and the condition of the officer. He stated that the inmate
is being charged with assault and attempted murder. He further stated
that the Jail Investigation Team is reviewing all aspects of the incident to
identify any problem areas and make adjustments to their procedures if
needed.
