SANTA ANA CITY COUNCIL COMMITTEE PUBLIC SAFETY Minutes of Meeting August 18, 2003 CALL TO ORDER The meeting was convened at 4:35 p.m. in the Police Department 4th Floor Conference Room, 60 Civic Center Plaza, Santa Ana, California. ATTENDANCE Councilmembers present: Mayor Pro Tem Brett Franklin, Councilmembers Alberta Christy, Claudia Alvarez (Absent). Staff present: Assistant City Attorney Paula Coleman; Police Chief Paul Walters; Fire Chief Marc Martin; Fire Marshal Lori Smith; Police Lieutenant Tony Levatino and Sergeant Larry Coleman. Public present: Mr. Jim Walker SUMMARY OF DISCUSSIONS 1. APPROVAL OF MINUTES The Minutes of the July 21,2003 meeting were approved. 2. REPORT ON FIREWORKS BOOTHS Chief Martin and Lori Smith reviewed the list of approved 2003 fireworks booths and their locations. Chief Martin stated that a questionable group will attend the next meeting to discuss their eligibility. Only one booth had to be shut down because of Ordinance violations. 3. RED LIGHT ENFORCEMENT UPDATE Tony Levatino updated the Committee on camera locations throughout the City that are now actively issuing citations. He also reviewed the process involved when citations are issued. \.,.. 4. SANTIAGO PARK ENFORCEMENT UPDATE Larry Coleman reviewed progress to date with suggestions and recommendations in Santiago Park. Regular patrol checks show improvement since transients under bridge have been cleared out and foliage cut back. The full-time park ranger has been active and has helped to deter unlawful conduct. Improvements continue to be made and there will be ongoing enforcement and monitoring of specific suggestions in improving usage of the park. 5. PUBLIC COMMENTS Mr. Walker requested that the Committee take a look at the project of combining the Community Oriented Policing Association and Com-Link. This will be scheduled for the next meeting. 6. COMMITTEE MEMBER COMMENTS The Committee requested a report in memo form regarding the status of the Police and Community Together (PACT) Academy Program. \,... 7. ITEMS FOR NEXT MEETING A.
