OF THE CITY COUNCIL OF THE CITY OF
SANTA ANA, CALIFORNIA
MAY 2, lg91
The meeting was called to order at 6:23 p.m. in Room 831, City Hall,
20 Civic Center Plaza by Mayor Dan Young. Councilmembers present were
John Acosta, Daniel E. Griset, Patricia A. McGuigan, Miguel A. Pulido and
Robert L. Richardson. Also present were City Manager David N. Ream,
Senior Deputy City Attorney Robert J. Wheeler and Clerk of the Council
Janice C. Guy.
Councilmember Rick Norton was absent.
COUNCIL STUDY SESSION
~on~l Term Planning for the City
The City Manager explained the purpose of the Special Meeting was to
solicit input from Councilmembers with respect to preparing a 25-30 year
public facilities plan for the City. He indicated staff was currently
investigating creation of a Citywide redevelopment project area as a
funding mechanism for facilities. He noted additionally that the plan
would be formulated in conjunction wi th the boards of the City's school
districts and college district and that a joint planning meeting was
scheduled for June.
Councilmember discussion addressed the following issues and concerns:
- Provision of more and better public facilities
Involvement of the City's various neighborhood associations
in long-term City planning
~ Amenities for young families
Usage of schools "after hours"
Combined City and School District facilities on one site
Decreasing community and public asset base
Need for a common approach to budgets in view of shrinking
resources at the local government level
Possible realignment of school district boundaries
Increasing immigration, particularly Hispanic and Asian, into
Santa Ana; challenges of assimilation

Declining quality of life in older neighborhoods; "white
flight"
- Maintenance of public infrastructure facilities
- Development of nei§hborhood facilities and conmunity service
centers
- Critical need for a Police building
- £xponential population growth
- Development of an "after 6 p.m." life in the City
- Use of redevelopment as a financing tool
- Emergence of the Los Angeles Basin as an International Zone
The City Manager sug§ested the Councilmembers might like to tour the City
of Cerritos, the most ethnically diverse municipality over 50,000 in the
United States, which has made a Corporate comnibment to total public
facility excellence.
The Mayor requested the City Manager familiarize the Councilmembers with
Citywide application of the redevelopment process, and also schedule a
tour of Cerritos prior to the joint meetin§ with the education board
members in June.
