SANTA ANA CITY COUNCIL COMMITTEE PUBLIC SAFETY Minutes of Meeting July 12, 2004 CALL TO ORDER The meeting was convened at 6:00 p.m. in the Police Department, 4th Floor STAT TRAC Room, 60 Civic Center Plaza, Santa Ana, California. ATTENDANCE Councilmembers present: Councilmembers Alberta Christy, Claudia Alvarez. Staff present: Assistant City Attorney Paula Coleman, Police Chief Paul Walters, Fire Chief Phil Garcia, Fire Marshal Lori Smith, Lt. Phil Archer; Sgt. John Folio, Cpl. Ed Hernandez, and Park Ranger Randy Eldridge. Public Present: Glen and Julie Stroud, Evangeline Gawronski, Tim Whitacre, and John Kelly and Dave Guccione of TNT Fireworks. SUMMARY OF DISCUSSIONS 1. APPROVAL OF MINUTES \,.., Approved Minutes of the November 17, 2003 (written approval received from Mayor Pro Tem Brett Franklin) and May 10, 2004 meetings. 2. FIREWORKS UPDATE Fire Marshal Smith distributed a five-year summary report of fireworks in the City per Committee Member request. Chief Garcia presented an example of packages that were sold in stores, which consisted of snap caps and party poppers. Fire Marshal Smith reviewed July 4th activity, Lottery system and fireworks booth history. A total of 78 booths participated this year. Chief Garcia reviewed staffing used during the night and talked about an educational program that could be developed to educate the public on use of illegal fireworks. Com Link representatives Evangeline Gawronski and Julie Stroud volunteered to get Com Link involved to help reduce the problem. They asked Fire Chief Garcia and Fire Marshal Smith to speak at their July 22, 2004 general meeting on the subject. ....... John Kelly and Dave Guccione spoke about where illegal fireworks are coming from and that it needs to be a statewide concern. ~ 2 Tim Whitacre spoke about the benefits of fireworks booths and what neighborhood associations can do to reduce illegal fireworks. 3. INFORMATION ON POCKET BIKES Cpl. Ed Hernandez reviewed information on pocket bikes, stating that they had been determined to be motor driven cycles and enforcement is being taken if used illegally. Information on legal requirements of pocket bikes will be included in the Pedestrian grant starting in the fall. 4. SANTIAGO PARK ENFORCEMENT UPDATE Lt. Archer updated the committee on the Santiago Park enforcement plan of action and reviewed incidents and aesthetic changes that have improved conditions at the park. Park Ranger Eldridge stated that the parking lot in the creek bed would be closed at dusk and increased positive activities in the park have reduced illegal activity in the park. ~ Glen Stroud asked about certain illegal activity and that the Santiago Park Neighborhood Association is very interested in the continued control of the park. 5. BRIEFING OF THE CALIFORNIA ANTI-TERRORISM INFORMATION CENTER (CATIC) Sgt. John Folio gave an overview of how information is obtained and disseminated. He also reviewed case statistics from April 2002 through May 2004 and discussed some examples of case studies. 6. PUBLIC COMMENTS No further comments from citizens present. 7.
