HomeMy WebLinkAbout03-12-03 ~ CITY OF SANTA ANA CITY COUNCIL COMMITTEE ON TECHNOLOGY Minutes of Regular Meeting March 12, 2003 CALL TO ORDER The meeting convened at 5:51 p.m. in Room 831, City Hall, 20 Civic Center Plaza, Santa Ana, California ATTENDANCE City Council Committee members present: Claudia Alvarez and Lisa Bist Staff members present: Debra Kurita, Assistant City Manager; Tom Gergen, Information Systems Manager; Mike Lewellen, Manager, Computer Services, SAPD; Pat Healy, Clerk of the C ouneil; M ark Lawrence, Assistant to the City Manager, City Manager's Office; Rob Richard, Library Director; Gerardo Mouet, Assistant Director, Parks, Recreation and Community Services Agency; Joe Fletcher, City Attorney; Christine Calderon, Treasury Manager, Finance and Management Services Agency AGENDA ITEMS ~ Approval of Minutes for Meeting of December 11, 2002 (Sist, Alvarez) City Telephone System Upgrade Project Tom Gergen, Information Systems Manager, presented an update on the telephone system upgrade project. Highlights of this presentation are as follows: . In the current system, there are 29 sites supported and 2011 instruments in service. . There are a total of 2395 telephone extensions in the system . Service providers include SBC for local and local toll calls; MCI for Long Distance; TELDATA and LOMAC for cabling services; and NEC Business Network Solutions for telephone system maintenance . Effective December, 2002, NEC A MERICA discontinued support for the telephone switch used by the City; this switch has been in use in City Hall since 1986 - manufacture of this switch was discontinued in 1993 . Parts for repair or replacement are no longer available; there is a higher probability of voice service disruption and of a longer duration to repair . Without manufacturer's support, costs of service will escalate at a higher rate . Staff recommends upgrading the current City Hall telephone switch to the NEAX2400 IPX switch ~ · Telephone service at a number of the City's remote locations has deteriorated · The problematic equipment ranges from 15 years to 20 years in age · Staff recommends upgrade of the switches at the City Yard, Parks Administration, Train Station and Fire Administration · Staff recommends replacement of the key systems with the outdated switches at Fire Station #5, Santa Ana Senior Center, Memorial Center, Jerome Center and EI Salvador Center · Staff recommends the upgrade of the key systems at Fire Stations 1, 2,3,6,7,8,9 and 10 · Staff further recommends performance of a test of Voice over IP telephones to determine the viability of this technology in the City environment · The delivery of computer data to and from the 4th, ih and 8th floors of City Hall is impeded due to existing substandard cable infrastructure · Staff recommends the upgrade of the Cable infrastructure on City Hall floors 4,7 and 8 · The plan is to implement the recommendations in phases; total estimated hardware and cable cost is $994,000 Logan Computer Center Update ...., Gerardo Mouet, Assistant Director, Parks, Recreation and Community Services Agency, gave an update on the Logan Computer Center. He reported that the ."J center is 0 pen Monday through Friday from noon to 6:00 p.m.; Family PRIDE meets once a month on Friday evenings. He noted that there are four part-time employees on site and that the primary users are stay home parents and youth not in school due to off school cycle; additionally, after school youth attend 2:30 p.m. to 6:00 p.m. This facility is a six workstation computer lab and has new desktops and one printer. The next steps for computer center development include: a DSL connection; firewall, antivirus and deep freeze to be installed; networking; homework assistance software and homework assistance classes. Following Mr. Mouel's presentation, Councilmember Bist noted that many of the residents in the Logan a rea had commented that there have been significant improvements in the neighborhood, however it would be beneficial if the Computer Center would offer more adult classes particularly in the evening. Mr. Mouet commented that he will work with staff from the Public Library to look at courses that may be available. Technology Grant Update Gerardo Mouet reported that the City received a grant award for a technology center at Memorial Park, however the grant request was for $1.2 million in program costs and $2.5 million for facility costs. The grant award was only for $250,000 and is not sufficient to construct facilities at Memorial Park. Staff will ...., ~ work closely with the US Department of Education relative to appropriate uses for these funds and will submit an application to use the funds to extend our current services in our existing technology centers. Upcoming Technology Related Council Items Debra Kurita, Christine Calderon and Mike Lewellen provided an explanation of six items scheduled for the next Council meeting on March 17, 2003. These items include: . An agreement for maintenance and repair of Rocky laptop computers in an amount not to exceed $145,000 for the Police Department . An agreement for the maintenance and repair of the jail management system in an amount not to exceed $38,600 . An agreement to service the Police Department's vehicle radio modems and Radio Network Controller . An agreement for the LaserFiche document imaging software upgrades and maintenance in an amount not to exceed $26,000 . An agreement for the purchase of software and technical services related to investment tracking in an amount not exceeding $32,000 - Finance and Management Services . Acceptance of a donation of six Seiko printers donated by Crossroads Software Company - Police Department ~ Project Updates Pursuant to a prior request from Committee members, Debra Kurita presented a report prepared by the Community Development Agency relative to promotion of free web sites for neighborhood associations. Neighborhood Improvement staff first started promoting the availability of free "shell websites" from Neighborhood Links in 1999. With the cooperation of Neighborhood Links, Community Redevelopment staff h as extended the free website offer to community based organizations, service clubs and nonprofit organizations in Santa Ana. There are currently 19 neighborhood associations that have a website, of which 12 are using Neighborhood Links. Additionally, pursuant to a request from the Committee relative to obtaining information on free or low-cost computers for non profit organizations, a report detailing agencies that provide these services was distributed to the committee members Public Comments - None Committee Member Comments ~ Councilmember Alvarez asked if there would be a meeting with the participants who worked on submitting the TOP grant to update them on the status of the grant request and also to review the objectives of the group for future grant or technology opportunities.
