Guy. Since there were no Councilmembers present to respond to the call of the roll, the Clerk declared the meeting adjourned to 6:00 p.m. in the Council Chambers. CITY COUNCIL MINUTES 127 MAY 6, 1991 The Mayor opened the public hearin§ regarding Appeal Application 91-OO1 and Variance Application 90-016 at 6:22 p.m. Presentation of staff report, Planning Commission recommendation and staff comments by: Robyn Uptegraff, Executive Director of Planning and Building Agency Presentation of written communications by Janice C. Guy, Clerk of the Council: None Tab Johnson, representing Joval Development spoke in favor of Appeal Application 91-001. There were no other speakers on the matter. The Mayor closed the public hearing at 6:34 p.m. MOTION: Approve and file Negative Declaration and instruct City Attorney to prepare a resolution denying Appeal Application No. 91-OO1, denying VA 90-016 and affirming the decision of the Planning Commission. RECONVENED - 6:46 P.M. - All Councilmembers present. CO~IENTS 90.A. PUBLIC COMMENTS Salvador Barajas, 323 Laurel, with Jaime Vega acting as interpreter, expressed concern regarding negative impacts on his livelihood as a salesman due to passage of Ordinance NS-2120. (See Minutes page 125.) Jaime Vega, 1145 S. Birch, suggested that any proposed actions of the City Council impacting the Hispanic community be published in Spanish. At Councilmember McGuigan's request, the City Manager indicated staff would work with members of the Hispanic and Asian media to publicize pending and adopted Council actions. CITY COUNCIL MINUTES 128 MAY 6, 1991 Linda Grice, 5501 W. Tampion, representing the Coalition of Social Work Students, spoke regarding the negative impacts of State-level budget reductions on higher education and on Santa Aha schools, and requested Councilmembers convey these concerns to the City's legislative representatives. Florence Leach, 2025 W. Tenth St., invited the Councilmembers and listening audience to attend the annual Memorial Day Service sponsored by the Orange-Santa Ana-Tustin Tri-City Memorial Committee scheduled for lO:O0 a.m., May 27, 19gl at the Santa Aha Cemetery, 1919 Santa Clara Avenue. Margaret E. Farris, 424 W. Katella, clarified that the rape she spoke of at the previous Council meeting had not occurred in Santa Aha, but in Anaheim at Pearson Park in 1986. She also noted more programs were needed for the homeless. 90.C. CITY COUNCIL COMMENTS Councilmember Acosta requested information from staff regarding Private Industry Council board membership attendance goals and objectives. Councilmember McGuigan noted May 6-12, 1991 was "Small Business Week" and urged recognition of the contributions of small businesses to the community. Mayor Young invited those present and the listening audience to attend the Government Leaders Prayer Breakfast scheduled for 7:00 a.m., May lO, 1991 at Templo Calvario, 2609 W. Fifth Street. Councilmember Richardson commended the members of the Downtown Santa Aha Business Association for its successful Cinco de Mayo celebration, and the French Park Neighborhood for its "Home Tour." He also urged the listening audience to vote in the upcoming special election scheduled for May 14, 1991. Mayor Pro Tem Pulido requested staff provide him with information regarding litter laws in Santa Aha and suggested the Council might wish to discuss the issue of litter laws at a Council Study Session.
