JUNE 3, 1991
The meeting was called to order at 6:09 p.m. in the Council
Chambers, 22 Civic Center Plaza, by Mayor Dan Young.
Councilmembers present were John Acosta, Daniel E. Griset, Rick
Norton, Miguel A. Pulido, and Robert L. Richardson. Also present
were City Manager David N. Ream, City Attorney Edward J. Cooper
and Clerk of the Council Janice C. Guy.
Councilmember Patricia A. McGuigan was absent.

Councilmember Richardson requested staff investigate methods
whereby building owners whose premises were used for illegal

Mayor Young requested a report by staff on the conversion of
multi-family units to senior housing in the Willard-Ross
Neighborhood.
Councilmembers Griset and Pulido requested staff research methods
to reduce nuisances created by pay telephones adjacent to
businesses which are used by drug dealers and others engaged in
illegal activities.
Councilmember Acosta requested that staff respond to a request
for assistance from St. Peters Lutheran Church regarding a
parking problem.

The Mayor opened the public hearing regarding the City's proposed
Fiscal Year 91-92 Budget at 6:56 p.m.
Presentation of staff report and staff comments by: David Borik,
Accounting and Budget Manager
Presentation of written communications by Janice C. Guy, Clerk of
the Council: One, a letter from the Santa Ana Chamber of
Commerce dated May 31, 1991 requesting a continuance of the
Budget hearing for a minimum of 30 days to allow analysis and
input from the Chamber.
The Mayor noted Councilmember McGuigan had also requested
continuance of the budget hearing.

90.C. CITY COUNCIL COMMENTS
In response to Councilmember Acosta's request the city Manager
indicated he would attempt to schedule a study Session on the
Budget. Acosta also requested:
-- a review of the City's policy regarding the issuance of
parking tickets on street sweeping days;
-- staff respond to Pat Mill's questions regarding
implementation of the FY 90-91 Police Budget;

details on the consultant contract recently awarded to
former Community Redevelopment Commission members
Spevacek and Rosenow.
Acosta also reported that delayed implementation of the City's
new Development Standards was negatively impacting a business
owner who was attempting to reopen on South Main Street.
Mayor Pro Tem Pulido requested that staff work with Pedro Garcia
to develop alternatives for Garcia's property at 807 N. Garfield.
(See Minutes pages 84-85.)
In response to Pulido's inquiry, the Police Chief indicated he
would check the status of the automatic speed indicators which
had recently been purchased by the Police Department for use in
traffic enforcement.
Councilmember Richardson commended the Wilshire Square
Neighborhood Association on its recent successful home tour, and
Allen Doby and Jenny Rios for their conduct of a successful anti-
gang rally.
In response to Mayor Young's inquiry, Parks/Landscape Design
Manager Ron Ono, provided a status report on the Segerstrom
Triangle landscaping project in the Saddleback High School area
and indicated he would send a schedule of the planned
improvements to the neighborhood association in that area.
Mayor Young observed that random unsightly growth of palm trees
was occurring along Warner Avenue between Bristol and Flower
Streets, and requested staff schedule the area for maintenance.

The Clerk of the Council announced the city Council was recessing
to Closed Session pursuant to:
Government Code Section 54956.9(a) to confer with the City
Attorney regarding pending litigation which had been
initiated formally and to which the City was a party, to
